Position Summary:

The Director, Application Portfolio Delivery – Traffic, Tolling, Highway Operations, Pricing & Promotions leads the end-to-end solution  delivery and support of the organization’s Traffic & Tolling Solutions  portfolio, with a strong focus on Tolling capabilities, advanced Pricing Engines, and value driven Promotional Platforms.

This senior leadership role is accountable for driving solution excellence and operational performance through robust solution development and world class project management practices. The Director ensures that both strategic and tactical technology roadmaps are defined, evolved, and executed to support long-term business vision and achieve critical business, operational, and technology KPIs.

With responsibility spanning strategic planning through to hands-on delivery, this role shapes and oversees the continuous enhancement of the domain’s technology ecosystem—ensuring platforms are modern, scalable, and aligned with future business needs. The Director champions innovation, operational agility, and cross functional alignment to ensure  integrated solutions deliver maximum value across the organization

Duties and Responsibilities:

  • Solution Roadmap  Development: Provide extensive solution engineering knowledge  and be the technology lead in  conversations partnering with business stakeholders.  Be the liaison between technology and business to ensure that business requirements are met with  optimal technical solutions developed through a roadmap. Partner with business stakeholders to build first in class solutions and user experiences.

  • Technology Delivery: Provide expert technical guidance and product knowledge to technology and delivery teams ensuring they are aligned with enterprise strategies/standards and satisfy the business design. Oversee the completion of project deliverables by providing appropriate leadership and resources; deliver on time and on budget and successfully meet commitments with high quality. Expert in agile and waterfall delivery frameworks and leading delivery framework improvements including setting up delivery KPI’s.

  • Domain Knowledge: Remain current in Domain knowledge and oversee the Traffic & Tolling/Highway Operations Solutions  and delivery process for all Pricing changes, Promotions and Marketing platforms, including conducting research and trend analysis to identify opportunities, developing key business strategies, prioritizing strategic initiatives, and overseeing creation and delivery of product roadmap.

  • Strategic Alignment: Possess an in-depth understanding of the organizations Pricing models, the desired offset in promotions and is responsible for maintaining solutions that align with  407 ETR Tolling priorities.  Continually Identify opportunities to improve key metrics against industry and internal benchmarks

  • Strategic Relationship Management: Directly partner with the business partners and contribute to overall business strategies; identify opportunities to leverage technology to meet business goals, increase efficiency and create robust platforms that support operational excellence. Liaise with third party vendors regarding contract negotiations; understand and validate the vendor technical architectures to ensure they are aligned with the enterprise standards.

  • Strong Leadership: provide leadership to Applications Delivery and Support teams. Balance running daily business of technology while establishing strategies and roadmaps aligned to enterprise architecture direction, with a view to continuous improvement. Be an authentic leader who is passionate about developing and coaching to bring out the best in people. Provide direction, motivate, develop and manage performance of the management team and key staff.

  • Capacity Management: Understand business and end-user needs; identify and prioritize initiatives and ensure alignment across stakeholders.  Set expectations with business stakeholders for delivery of new capabilities, features, and functionalities. 

  • Oversee and manage enhancements to all systems supporting traffic, tolling, highway operations, promotional and marketing business capabilities, including but not limited to:

o   Trip creation (custom solution)

o   Pricing module in SAP (Convergent Charging)

o   Promotional module SAP

o   Salesforce Marketing Cloud/Salesforce Loyalty Cloud

o   Roadside Support Systems (custom solutions and Commercial-Off-The-Shelf solutions)

o   Traffic Management Solutions

o   Operations Inventory and Asset Management platform

o   Modernization of legacy platforms/solutions

Qualifications:

·       Bachelor’s degree in Computer Science, Computer Engineering, Business or a related field

·       10+ years of relevant experience in Solution Delivery/Software Engineering Leadership

·       Experience working with custom built solutions, SAP, Salesforce Marketing & Loyalty Cloud solutions and/or hyper-scaler PaaS solutions

·       Technical Fluency:  deep understanding of modern tech stacks e.g. microservices, cloud infrastructure, CI/CD and API integration

·       Track record of bringing revenue-producing products to market

·       Strong technology leadership experience, leading a group of motivated technology professionals (Delivery Managers, Technical Manager, Software Engineers, Functional Analysts and Business Systems Analysts)

·       Ability to understand complex business problems and identify and interpret business needs.

·       Demonstrated facilitation and influencing skills to drive decision making among stakeholders with diverse perspectives and priorities.

·       Strong experience working in an Agile development environment

·       Knowledge/experience in tools like JIRA, Confluence, or other similar tools

·       Demonstrated ability to communicate complex technical information in an efficient manner to various stakeholders.

·       Strong problem solving and analytical skills.

·       Demonstrate ownership, flexibility, resilience, and resourcefulness.

·       Interpersonal, networking and influencing skills

·       Data driven mindset with experience in financial management of the portfolio and  application portfolio health

·       Experience driving KPI’s and long-term objectives
