Job Summary: This position is located with the U.S. Department of Agriculture (USDA) Office of the Chief Information Officer (OCIO), Digital Infrastructure Services Center (DISC). The primary purpose of this position is to work with a diverse group of stakeholders across the federal government to improve the strategies in which digital services are built which lead to improved delivery to citizens and businesses.

Major Duties:

  • Serves as a recognized authority and advisor to executive leadership as well as senior executives, and staff at all levels.
  • Serves as an organizational coach/mentor on user experience concepts, strategy, tools, and techniques to strengthen employees’ ability to deliver extraordinary internal and external advisory.
  • Assign performance ratings, approve awards and take performance-based corrective actions.
  • Directs, guides, and facilitates complex, cross organization, cross-functional projects and engage partners across a variety of projects to improve understanding of customer needs.
  • Designs methods drawn from human centered design and other disciplines as appropriate to enable problem solving and effective execution of strategies and improvements to operations.
  • Establishes and maintains metrics for making decisions for improved user experience; measure, monitor and analyze metrics to ensure there is positive return on adjustments to technology products and services.
  • Leads projects for implementation and refinement of user experience framework and strategy to transform internal and external user experiences to create a best-inclass user experience delivery plan.
  • Partners with leadership teams in working with other leaders throughout the Department and government-wide to challenge conventional approaches and develop new and improved methods and systems for delivering IT mission benefits.
  • Integrates configuration management, information technology architecture, infrastructure design, information security, and systems integration aspects into IT project plans.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: At the GS-15 level: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 or equivalent to the GS-14, or its non-Federal equivalent that includes having : 1) Expertise leading large enterprise engineering or platform modernization efforts. 2) Demonstrated capability optimizing cloud architectures for cost and performance. 3) Skill overseeing high-volume software as a service, data platforms or compute environments for both USDA-wide (or Medium to large enterprise equivalent) internal services, and external services. (Note: This experience must be demonstrated on your resume/supporting documents). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
