Job Summary: This position is assigned to the Nonappropriated Fund (NAF) Marketing and Communications Branch (N94P); Fleet and Family Readiness Support Services (FFRSS); Commander, Navy Region Europe, Africa, Central (CNREURAFCENT); Naples, Italy. Incumbent serves as a Region Digital Media Specialist supporting Fleet and Family Readiness (FFR) Programs (N9), including Family Readiness (N91), Fleet Readiness (N92), Housing (N93), and Support Services (N94).

Major Duties:

  • DIGITAL MEDIA 70% Ensures the consistency and accuracy of N9 Website content, supports region and installation N9 marketing staff/content contributors, and identifies digital media solutions, which will enhance N9 region/installation marketing ability to effectively support the Fleet, Fighter and Family. Plans, develops, and executes all social media, web and mobile aspects of N9 programs' strategic marketing campaigns including establishing and maintaining effective relationships with installation program directors and key staff (internal and external audiences) with an overall goal of increasing region-wide awareness of FFR programs through web-based mobile and digital communications and emerging technology, either individually or in cooperation with installation program directors. Develops and manages digital content and media deliverables by way of linear and non-linear web-based applications (e.g. content management systems (CMS), databases, social and interactive multimedia, etc.). Includes the proper integration of coding, graphics, editing, aesthetics, visual congruity, confidentiality, and controlled content. Maintains current web/mobile system information through online and offline digital application systems; coordinates with development contractor on content and digital application updates, and mobile applications and updates; and provides suggestions for implementation of new methods, strategies and ways of communicating with FFR customers. Conducts studies to determine end-user and hardware/software requirements, and to recommend courses of action to achieve product/service desired output in support of the management of digital content. Ensures N9 success stories are communicated to Navy leadership, as well as internal and external media. Coordinates with the CNREURAFCENT Public Affairs Officer (PAO) to identify, develop and facilitate relationships which promote N9 programs throughout the region. Ensures FFR brand and messaging standards are maintained on all digital media solutions. Provides technical content support, training and service to region and installation N9 program directors, marketing staff and content contributors. Provides expert support on matters relating to web communications to increase awareness, interest and desire that will guide FFR leadership in influencing action, conviction and commitment from its customers. Uses a variety of digital marketing techniques to share information about N9 programs with emerging customers, including social media platforms, mobile instant messaging, wireless text messaging, electronic newsletters, digital advertisements, podcasts, and other interactive technologies. Maintains and enhances N9 programs' websites presence, in compliance with Department of Defense (DoD) and Department of the Navy (DON) policies. Updates websites internally using content management systems. Performs regularly scheduled digital media, social media and site audits to find, diagnose and report or repair website issues, including broken links (both internal and external), typographical errors, and formatting inconsistencies. Regulates and manages access rights of field staff users accessing the content management systems. Updates and maintains websites/mobile solutions and assists with data validation and data entry as required. Identifies analytics and user experience measurement mechanisms and metrics, and creates methods of reporting and tracking in order to analyze the effectiveness of N9 digital marketing efforts. Conducts research and makes recommendations based on findings to the Branch Head related to digital media communications and software. COMMERCIAL SPONSORSHIP 15% Responsible for the oversight of all aspects of the Commander Navy Installations Command (CNIC) Commercial Sponsorship and Advertising Program for CNREURAFCENT to include, but not limited to, developing strategy, matching target populations and events with potential corporate sponsors, costing events, determining opportunities for sponsors, pricing sponsorships, soliciting sponsorship, developing proposal packages, overseeing the preparation of and approving sponsorship contracts. Works closely with Regional Office of General Council (OGC) and CNIC to ensure legal obligations are met. Provides training on the Commercial Sponsorship Program policy and processes to installation program directors and sponsorship coordinators. GENERAL DUTIES 15% Develops marketing and strategic plans to maximize patron utilization and satisfaction while enhancing N9 programs self-sufficiency and/or profitability. Responsible for marketing and promotional materials for N9 programs at Remote Sites including design, composition, printing, production and distribution.

Qualifications: One year of specialized experience equivalent to the NF-04/GS-09 grade level. Specialized experience includes use of a variety of digital marketing techniques, developing and managing digital media content, and maintaining web and mobile system information. A successful candidate also possesses the following knowledge, skills, and abilities: Knowledge of the mission, goals, and principles associated with the management of the N9 programs, as well as strong marketing connections, resourceful networking and information-gathering skills. Knowledge of established DoD, DON, and CNIC policies, procedures and instructions that impact N9 programs' mission. Knowledge of DoD, DON and CNIC-mandated communication requirements, including media relations, internal media, social media, website policies, and community relations. Knowledge of digital marketing principles and awareness of the latest trends in customer outreach. Knowledge of website/mobile solutions best practices and emerging trends/technologies. Knowledge of effective strategic communications principles and practices. Knowledge of software programs and content management systems. Knowledge of website and mobile coding. Knowledge of grammar and media style guide requirements. Knowledge of desktop publishing, content management systems, graphic design, digital photography, and video software programs, and other software programs, in order to be able to prepare or coordinate the production of marketing products, including print and audiovisual products, social media tools and websites, and other promotional products such as advertisements and exhibits. Skill in developing and implementing marketing strategies and campaigns to increase awareness and acceptance of N9 programs and services. Skill in web writing and editing. Skill in troubleshooting potential issues with FFR digital platforms. Skill in analytical and creative ability, resourcefulness and initiative to accomplish a broad spectrum of tasks on an independent basis. Skill in establishing and maintaining effective and cooperative working relationships with representatives of community organizations and community leaders, some of whom may have indifferent or opposing points of view and conflicting interests. Ability to produce written materials that convey complex and sensitive information. Ability to work effectively and harmoniously with high-level officials in military, other government and civilian organizations. Ability to communicate effectively both orally and in writing.
