PATH seeks a Digital Health Specialist for the US Government (USG)-funded “Reaching Every At-risk Community and Household with Malaria Services” (PMI REACH Malaria) global contract in Senegal. PMI REACH Malaria aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), malaria diagnostics, data collection and use for service delivery, and other malaria prevention interventions. 

 

The Digital Health Specialist will report to the MEL Manager and will support Digital Health activities at the national and regional level.  

Responsibilities: 

  • Lead under the MEL Manager digital activities related to malaria intervention (SMC, iCCM, IPT, etc.) 

  • Supervise the implementation of digital activities including development of digital tool using defined requirements 

  • Work closely with the MOH to develop training modules for community health digitalization and help to develop dashboards for the MEL activities at national, regional, and district level  

  • Lead the User Acceptance Testing for digital community health application 

  • Ensure the development of SOPs (Standard Operation Procedures) and user manual for digital tools  

  • Develop and manage SOP for data integration and data interoperability between the digital tools and the National HIMS System 

  • Ensure that the digital server and its services are working well 

  • Contribute to the preparation of project reports and present briefings on activities. 

  • Contribute to the development of project work plans, timelines, and deliverables. 

  • Highlight risks and flags and actively work toward mitigation.     

Required skills and experience: 

  • Bachelor's degree in Informatics, Public health, Social Sciences, Statistics or a relevant discipline. 

  • Minimum of 5 years’ experience and demonstrated skills in managing digital health programs and experience working with the Ministry of Health.

  • Knowledge and experience of MOH’s Health Information Systems (HMIS) and DHIS2 

  • Strong communication and problem-solving skills, capacity to analyze data, monitor progress, and recommend necessary recourse for maximizing program progress and impact. 

  • Solid comprehension of web-based and cloud-based architectures, solutions, and suppliers.   

  • Good problem-solving, organizational skills, and a positive, solution-oriented approach to challenges. 

  • Good analytical, presentation, and report writing skills.  

  • Good skills in facilitation, team building, and coordination.  

  • Extremely detail-oriented, with the ability to communicate effectively and concisely, both orally and in writing. 

  • Strong work ethics, resourcefulness, integrity, credibility, and dedication to PATH’s mission.  

  • Professional proficiency in French required, good level of English preferred 

  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) is required. Experience with data visualization tools and data analysis software programs is a plus.
