Job Description Summary:

Under general supervision, the Digital Communications Program Manager guides and advises on the development, governance, and execution of department-wide digital communications strategies. This role implements web content, email communications, social media presence, digital campaigns, and user experience improvements to advance organizational goals. The position ensures accessibility, consistency, and quality across all public-facing digital channels and advises staff on best practices, emerging technologies, and integrated digital tools.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Guides the planning and execution of department-wide digital communications to ensure web, email, and social media content align with BPR brand standards, organizational goals and industry best practices.

  • Manages vision, governance, and continuous improvement of the Parks & Recreation website, ensuring quality, consistency, and effective user experience.

  • Guides and supports 30+ content editors, training staff and setting expectations for digital standards, accessibility, accuracy, and tone.

  • Advises teams on digital tools, integrations, and third-party platforms that improve user experience and service delivery.

  • Ensures clarity, sensitivity, and alignment with brand and messaging standards across all digital content.

  • Collaborates on citywide digital governance and technology initiatives.

  • Oversees the structure, navigation, and continuous improvement of departmental webpages.

  • Reviews content for clarity, accuracy, inclusivity, and compliance with accessibility requirements (WCAG).

  • Provides training, documentation, and editorial guidance for website contributors.

  • Identifies opportunities for enhanced functionality, user experience, and operational efficiency.

  • Produces and manages the monthly BPR Newsletter.

  • Develops targeted email content and messaging strategies that drive engagement and public awareness.

  • Ensures email communications reflect citywide style, tone, and accessibility practices.

  • Uses analytics to refine segmentation, content, and delivery timing.

  • Contributes to department’s social media presence through strategic content planning, content creation and community engagement.

  • Develops messaging that elevates events, programs, services, and departmental initiatives.

  • Produces content such as photography, videographyhy, graphics, and copywiriting for social media posts.

  • Monitors engagement, responds to community interactions, and identifies trends and opportunities.

  • Builds digital partnerships and collaborates with other city teams to amplify departmental content.

  • Coordinates targeted digital advertising to support revenue generation, participation goals, and overall department visibility.

  • Uses analytics and performance insights to optimize campaigns, webpages, and communication strategies.

  • Identifies emerging digital trends and evaluates opportunities for growth and innovation.

  • Prepares data-driven recommendations for content strategy, outreach improvements, and user engagement.

  • Supports departmental priorities and citywide initiatives as assigned.

  • Participates in professional trainings and development.

  • Ensures compliance with all city and departmental policies, including safety and attendance.

  • Provides lead responsibilities for a project or team as needed.

MINIMUM QUALIFICATIONS

  • Ability to adapt to a fast-paced environment with shifting deadlines and priorities.

  • Ability to apply advanced digital communications principles including UX, accessibility, and cross-platform content strategy.

  • Ability to communicate and present effectively across teams and with diverse stakeholders.

  • Ability to evaluate digital tools, platforms, and integrations that improve user experience and operational efficiency.

  • Ability to exercise sound judgment and discretion with confidential or sensitive information.

  • Ability to manage multiple priorities under tight timelines while maintaining accuracy and quality.

  • Ability to proactively identify issues, recommend solutions, and move work forward with minimal supervision.

  • Ability to translate complex information into clear, user-focused digital content.

  • Knowledge of accessibility standards, digital content governance, and modern web practices.

  • Skill in using analytics to guide decision-making and optimize digital performance.

  • Skill in writing, editing, content creation, digital storytelling, and message development.

  • Valid Driver’s License and ability to maintain an acceptable motor vehicle record.

  • Have and maintain acceptable background information, including criminal conviction history.

PREFERRED QUALIFICATIONS

  • Ability to navigate complex or sensitive situations with professionalism and sound judgment.

  • Ability to provide strategic counsel on communications, audience needs, and platform selection.

  • Knowledge of change-management strategies for digital adoption and system improvements.

  • Knowledge of public-sector communication requirements, governance processes, and regulatory considerations.

  • Skill in building trust, collaborating effectively, and working across organizational levels.

  • Skill in forecasting risks, anticipating community impacts, and guiding digital decisions accordingly.

  • Master’s degree in communications, digital media, public administration, or a related field.

  • Experience advising senior leadership on public-facing digital strategy or external communications.

  • Experience in highly regulated, governmental, or public-sector environments.

REQUIRED EDUCATION & EXPERIENCE

  • Bachelor’s degree in communications, digital media, information technology, or related field; or equivalent of eight (8) years related experience may substitute for the education requirement only.

  • Demonstrated experience planning and implementing complex digital projects across multiple teams.

  • Three (3)  of professional experience in digital communications, web content management, social media or related fields, including responsibility for guiding or leading digital strategy.

  • Hands-on experience with content management systems, HTML, CRM or email marketing tools, social media platforms, and analytics platforms; familiarity with accessibility and UX standards.

WORKING CONDITIONS AND REQUIREMENTS

  • Physical and Mental Effort: Ability to work under stress from demanding deadlines, public contact, and evolving priorities. Manual dexterity to operate office equipment and digital tools. Sufficient clarity of speech, hearing, and vision to communicate effectively and evaluate digital content. Ability to perform work on computers for extended periods.

  • Work Environment: Works primarily in a clean, comfortable office environment with frequent interruptions. Requires schedule flexibility, including occasional evenings or weekends to support critical digital initiatives or events.

  • Machines and Equipment Used: Computers, phones, printers, web content management systems. Analytics platforms, email marketing tools, and related software.
