The Public Employees Retirement System is recruiting for one (1) DevOps Architect (ISS7) position in the Information Services Division (ISD), DevOps Section.
This is a full-time, permanent position.
This is a hybrid position based at our headquarters in Tigard, Oregon. This position generally works from home, however, it may be required to work in the office.
This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.
This position is represented by the Service Employees International Union (SEIU).
We serve the people of Oregon by administering public employee benefit trusts to pay the right person, the right benefit, at the right time.
Information Services Division (ISD)
ISD supports the PERS Agency’s mission by maintaining all information systems, computers, and communication networks. ISD enables PERS business units, through the implementation of automation and technology, to provide high-quality service to members, employers, and other interested parties.
DevOps Section
DevOps is responsible for providing resources, methodologies and automated processes for the Continuous Integration and Continuous Deployment (CI/CD) processes that support IT system and software changes that meet the agency business IT requirements. The section provides all the services and development activities that support IT deployment planning, configuration and source control management, deployment packaging, test and security scanning automation, systems integration testing, infrastructure as code and production deployment automation.
What you will be doing:
We’re seeking a DevOps Architect to help build resilient, future‑ready systems in fast‑moving environments. You’ll bring expertise in troubleshooting, cloud migrations, monitoring, security, and compliance, with a strong customer‑focused mindset to ensure reliable and future ready solutions that meet stakeholder needs.
1. Core Technical Expertise
Proven experience in DevOps engineering, cloud infrastructure, and CI/CD pipeline design
Strong knowledge of containerization platforms (e.g., OpenShift, Docker, Kubernetes)
Supports deployment efficiency, high availability, load balancing, and infrastructure cost reduction
Experienced in configurations and infrastructure as code (e.g., Terraform, Ansible)
Experience with monitoring and logging tools (e.g., Datadog, Splunk, Dynatrace)
Deep understanding of security practices in DevOps pipelines
2. Enterprise Systems & Architecture Alignment
Aligns DevOps practices with enterprise architecture standards (e.g., TOGAF, ITIL)
Collaborates with Enterprise Architecture Team (PEAT) to ensure modernization and system interoperability, plan and execute System integrations
Performs complex systems analysis across enterprise platforms to diagnose, log, and remediate issues
3. Operations & Strategic Planning
Provides system administration for configuration, maintenance, and reliable operation of IT systems
Leads strategic planning for system development and support environments
Manages resource utilization, acquisition planning, and cost-benefit analysis
Develops and maintains security plans, disaster recovery strategies, and system documentation
4. Process Automation & Optimization
Automates processes to improve deployment speed and reduce manual effort
Ensures high availability and performance of systems
Reviews and approves work from contractors and internal teams on systems analysis, design, and testing
5. Leadership & Collaboration
Acts as a senior team member, guiding junior DevOps and Application Support staff
Provides high-level program specifications and technical direction as well as documentation.
Leads communication strategies with both technical and non-technical teams, and external partners
Interacts with internal/external customers, vendors, TPA and other State agencies

What Are We Looking For?
Minimum Qualifications
MINIMUM QUALIFICATIONS: Information Systems Specialist 7
(a) Six (6) years of information systems experience in DevOps architecture across cloud and hybrid environments.
OR
(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;
AND
four (4) years of information systems experience in DevOps architecture across cloud and hybrid environments.
OR
(c) A Bachelor's degree in Information Technology, Computer Science, or related field
AND
two (2) years of information systems experience DevOps architecture across cloud and hybrid environments.
OR
(d) Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.

Advanced troubleshooting expertise for complex technical problems
Hands on experience with JBoss EAP, FileNet and IBM WebSphere deployment and administration
Proven track record migrating legacy monolithic applications to cloud based, service oriented architecture
Strong ability with Observability, Monitoring, and Alerting toolsets to ensure system reliability and proactive issue detection
Strong ability with Secrets Management for secure handling of credentials and sensitive data
Azure and PowerApps support experience, including automation and integration
Azure Backup expertise for hybrid and cloud workloads
Strong knowledge of API management for secure and scalable integrations

The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
