Job Summary: This position is located in Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, and Maritime Administration. The employee follows management practices and principles consistent with the Program Management Improvement Accountability Act, Office of Management and Budget, Department of Transportation guidelines for program and project management.
Major Duties:
Qualifications: To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience directing the work of an organizational unit responsible for program, development, evaluation, coordination, and project management of ocean-going vessel custody, activation, deactivation maintenance, and operations. Experience with acquisitions and contract oversight valued in the tens or hundreds of millions of dollars. Experience in applying application of technical and analytical concepts, laws, policies, and practices to formulate successful solutions to technical and contractual issues. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence - Use knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; work with, understand, and evaluate technical information related to the job; advise others on technical issues. Written Communication - Write in a clear, concise, organized, and convincing manner for the intended audience. Oral Communication- Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and respond appropriately. Reasoning - Identify rules, principles, or relationships that explain facts, data, or other information; analyze information and make correct inferences or draws accurate conclusions. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
