Job Summary: Lead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats.

Major Duties:

  • Utilizes polygraph expertise to manage and/or conduct polygraph exams of the highest priority and/or complexity in conjunction with federal and ODNI standards to obtain significant noteworthy information pertaining to Security Executive Agent Directive (SEAD) guidelines and federal laws. Exercises autonomy while adhering to all ODNI policies and National Center for Credibility Assessment (NCCA) standards and guidelines. Adapts to the needs of the subject by utilizing expertise and specialized polygraph components (as needed) in order to collect physiological data required to conduct a valid analysis. Manages and/or conducts high-impact, complex polygraph examinations, to include espionage-focused tests, Presidential appointees, Director appointees, industry leaders, and senior ODNI leadership, etc. Utilizes expert tradecraft (i.e., Formats, Elicitation Strategies, Case Management, Briefing Requirements) to collect and analyze information in real-time, tailoring techniques when necessary to identify sensitive security and/or Cl related issues. Conducts polygraph examinations and conveys executive-level verbal and written polygraph-derived information in a timely and actionable manner to relevant partners. Manages and/or conducts objective chart analysis of data collected to derive a polygraph result. Ensures communication of polygraph examination results through managing and/or mentoring, accurate and comprehensive documentation, and coordination with mission partners. Approves and/or produces final written reports and/or provides feedback to others regarding written products. Oversees and/or documents all corrective actions administered during a polygraph examination (i.e., component adjustments, instructions given, etc.). Oversees and/or captures all information discussed during the polygraph examination and documents relevant dialogue in the designated system of record. Oversees and/or conveys SEAD information elicited during the polygraph examination to internal and external senior leadership and/or partners as needed. Collaborates with internal, external, and liaison to vet cases of mutual interest. Implements and communicates direction from senior leadership. Utilizes expertise to ensures comprehensive case preparation is completed for self and others. Reviews records from a variety of sources {i.e., internal security databases, personnel security forms, etc.). Develops a tailored case approach for self and others, informed by a thorough analysis of available data and documentation. Provides case strategy recommendations to others. Manages and/or leads collaboration with internal and external partners for case consultation{s), when necessary. Provides comprehensive case summaries to senior leadership and/or stakeholders, when necessary. Drives the advancement of mission capabilities through providing expert guidance, and/or managing strategic development and targeted outreach across the ODNI, IC, and USG. Leverages expert elicitation and behavioral analysis to improve the accuracy and effectiveness of credibility assessments. Conducts expert-level quality assurance reviews of the most complex cases to ensure ethical and valid polygraphs are performed in accordance with ODNI standards. Drives strategic engagement and outreach initiatives for PD, cultivating collaborative relationships with internal and external mission partners to drive mission success, leverage resources, and promote capabilities. Influences testing standards by providing subject matter expertise. Serves as a subject-matter expert regarding policy and tradecraft and ensures accountability and implementation of ODNI initiatives align with strategic objectives. Drives tradecraft development for internal and external partners by developing and delivering curriculum and presentations regarding elicitation techniques. Manages polygraph resources in support of programmatic requirements and mission priorities. Drives workforce development and/or manages strategic resources across programs and/or portfolios.

Qualifications: Expert knowledge of interview and elicitation techniques. Expert knowledge and appropriate use of ODNI and security databases and systems. Expert knowledge of NCCA standards and SEAD guidelines. Expert knowledge of polygraph instrument, components, and software. Expert knowledge of physiology and psychological principals. Expert knowledge of ODNI culture, structure, and resources. Expert knowledge of ODNI, IC, and USG security regulations, policies, and procedures and state federal, state and local laws. Expert knowledge of polygraph policies, standards, and guidelines. Expert ability to apply sound judgement, navigate complex and/or sensitive discussions and remain calm in high-stress and emotional situations. Expert knowledge of and experience in the ODNI, Intelligence Community, and CIS mission and responsibilities. Expert oral and written communication skills and ability to produce clear and logical reports. Superior ability to utilize critical thinking, analytic, problem solving and conflict resolution skills. Superior ability to operate and troubleshoot polygraph instruments. Superior ability to work independently or in a team environment and manage competing priorities. Superior ability to compartmentalize and manage troubling and/or disturbing subject matter. Superior ability to write accurate, thorough and objective reports. Superior ability to remain objective and adhere to ethical standards. Superior leadership, risk analysis, customer service and problem-solving skills.
