Job Summary: The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Major Duties:

  • In support of the Senior Director/National Intelligence Officer (SD/NIO) for Cyber, the Deputy National Intelligence Officer (DNIO) for Mission Management for Cyber will oversee national cyber intelligence issues, including serving as the program manager for NIC-Cyber's program. The DNIO will not only manage the business and acquisition side of the program, but also work with the IC to leverage the CTI to further collection, analysis and intelligence operations, in support of national intelligence priorities and NSC direction. The DNIO-M for Cyber will lead IC mission management, resource management, and partner engagement for Cyber specifically: EXECUTE IC MISSION MANAGEMENT FOR Cyber: On behalf of the SD/NIO, and under the direction of the Principal DNIO-M, determine the state of collection, engagements, or intelligence operations against key cyber intelligence questions; identify priority intelligence gaps and enterprise challenges affecting IC performance. Collaborate with stakeholders to develop the roadmap for the strategic solution to compartmented collaboration Build and expand IC and industry partnerships to further the strategic and tactical goals of the cyber community. Identify innovative ways to leverage and incorporate CTI data to bolster the IC's cyber analysis and operations. Influence the development of policies that promote responsible information sharing and facilitate integrated and collaborative IC approaches to collection and analysis. Serve as a substantive expert for all intelligence sharing guidance related to Cyber. On behalf of the SD/NIO, participate in relevant IC-level boards, working groups, and committees to advance DNI and NSC priorities in Cyber. Brief senior IC members, policymakers, military decision makers, and other major stakeholders as necessary on Cyber issues. CHAMPION AND INFLUENCE Cyber RESOURCE MANAGEMENT: Coordinate activities and related resource requirements across the IC. Identify IC initiatives in Cyber that merit consideration for additional funding, advocate for that funding and, if provided, track outcomes and correcting guidance if needed. Liaise with community elements to drive greater intelligence integration and ensure resources and appropriate attention are focused on high priority Cyber topics. Administer Cyber resource allocations, participate in budget processes and activities, to include the establishment of controls to ensure the SD/NIO team does not exceed its operating budget. At least 3-5 years of experience working on cyber issues, including cyber threat intelligence, collection or operations. Demonstrated leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals. Extensive interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic and policy-support projects. Proven critical thinking skills and the ability to prepare high-level written products with an emphasis on clear organization, concise arguments, and logical presentation. Ability to work with and fairly represent the IC when views differ among agencies. Extensive resource management and fiscal process knowledge, including the federal budget process. Extensive communication skills, including ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization, including domestic and foreign partners, and to give oral presentations and to otherwise represent the ODNI, MI, and/or NIC in interagency meetings. Demonstrated interpersonal and negotiation skills, and the superior ability to build consensus, work effectively, and independently exert influence to major ODNI stakeholders. Demonstrated critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop innovative recommendations and solutions for improvement. Desired Requirements: Experience in, or willingness to receive, Contracting Officer duties and/or certification. Flexibility to surge on different cyber priorities dependent on quickly changing needs of senior leadership.
