You will be responsible for the following:
Planning and Development
Be involved in Singapore Polytechnic, SP facilities planning, development and management.
Perform daily routine inspections of all M&E plant rooms to ensure all essential services are in an operational readiness state.
To liaise and coordinate with stakeholders and vendors for preventive and corrective maintenance.
To manage the execution of preventive maintenance, ensure all contractual obligations are fulfilled, and identify equipment for maintenance before breakdown.
To response to building-related / M&E breakdowns and resolve operational issues for the safety and well-being of students, staff and public.
To procure services through e-procurement platform including preparation of tender specifications, tender site show, evaluation and award.
To attend Hand Over-Take Over (HOTO) inspections and follow up defects rectification work by appointed contractors
To liaise with stakeholders and vendors on fitting-out works for tenanted units. To maintain records and ensure prompt renewal of all statutory permits and licenses required for operating SP Campus, plant room and equipment including maintaining OMM, authorities’ approval, as-built drawing, warranty, and test reports.
To ensure compliance with safety and environmental regulations.
Assist in the management of the appointed maintenance agent and specialist system vendors in their maintenance scope and planned program including breakdown investigations, inspections and audit.
Follow through on the project, including obtaining the sign offs and approvals where necessary before the space is built, all the time ensuring that the space is built according to approved plans.
Keep abreast of latest Singapore Standards and authority requirement, so as to lead Singapore Polytechnic in the desired direction.
Interface with the consultants and build stakeholder relationships, both internal and external, including government agencies and community partners.
Responsible for budgetary planning and control, ensuring that the development keeps within budget.
Write papers for approval on relevant subjects when required.
Other Project and Programme Management and Implementation of Strategy and Initiatives
Manage and coordinate multiple concurrent projects and events, ensuring timelines are tracked, milestones are achieved, and deliverables are completed within agreed deadlines.
Identify strategic goals, initiatives, and programmes; develop actionable implementation plans; and coordinate execution across relevant stakeholders.
Lead and coordinate the planning and implementation of SMART FM strategies, ensuring alignment with organisational objectives and operational requirements.
Perform other duties as assigned to support departmental and organisational priorities.
[What we are looking for]
Qualification Required and Area of Discipline
Minimum diploma or degree in Facilities Management, Mechanical/ Electrical Engineering, or a related field
Minimum 5 years of relevant experience in facilities management, building services or mechanical and electrical (M&E) systems
Prior working knowledge on regulatory requirements and legislations
Proficient in using e-procurement platforms and experience preparing tender specifications
Ability to develop and maintain Standard Operating Procedures (SOPs) and conduct risk assessments.
Good analytical skills and project management skills
Demonstrated leadership qualities and strategic planning capabilities
Team player with good interpersonal, communication skills to collaborate and manage with various Stakeholders.
Good time management on tasks allocated, resourceful, self-motivated, driven with the ability to multi-tasks.
Positive work attitude, ability to work with all levels of staffs and strong team player.
Excellent communication, problem solving, presentation, negotiation and interpersonal skill.
Successful candidate will be offered a 2-year contract in the first instance.
