Job Summary: At the Architect of the Capitol (AOC), employees serve Congress, the Supreme Court, and the public with integrity and accountability. The Office of Inspector General (OIG) advances efficiency by preventing and detecting waste, fraud, and abuse. The Deputy Inspector General supports the Inspector General through leadership, oversight, and management of audits, investigations, and reviews that strengthen performance and safeguard public resources.
Major Duties:
Qualifications: Candidates must demonstrate senior-level leadership experience directing or overseeing complex audits, investigations, inspections, evaluations, or other oversight work, along with strong executive management capabilities. Successful candidates will possess: Demonstrated expertise in one or more relevant disciplines, such as auditing, accounting, financial analysis, law, investigations, management analysis, or public administration. Proven experience providing executive leadership and management of professional staff engaged in complex oversight work, with a record of building and sustaining high-performing teams. Knowledge of federal laws, rules, and regulations applicable to oversight functions, including but not limited to the Inspector General Act of 1978 and professional standards issued by the Comptroller General and the Council of the Inspectors General on Integrity and Efficiency (CIGIE). Demonstrated operational knowledge required to manage an Office of Inspector General, including oversight planning; procurement, resource, and workforce management; internal controls; quality assurance processes; and compliance with applicable professional standards. Strong organizational, interpersonal, and communication skills, with the ability to lead effectively, build internal and external working relationships, and deliver timely, high-quality oversight services and reporting to senior stakeholders. A demonstrated record of integrity, accountability, and ethical leadership, and the ability to lead in a dynamic operational environment with concurrent and competing priorities. The Deputy Inspector General serves at the pleasure of the Inspector General. You must meet the United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. For the ECQs and PTQs, you are required to submit a narrative response addressing your specific knowledge, skills, and abilities that demonstrate your possession of the qualifications. Applicants must clearly show possession and demonstrated leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent for each ECQ and PTQ. Failure to address and meet any of the ECQs and PTQ via the vacancy questionnaire, will eliminate you from further consideration. Applicants currently serving in a Senior-Rated (SR) appointment (other than a temporary promotion), career Senior Executive Service (SES) appointment, or have successfully completed a SES Candidate Development Program and have been certified by the Office of Personnel Management do not need to address the ECQs, but must address each PTQ. Executive Core Qualifications (ECQs): ECQ 1 – Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 2 – Leading People: The ability to lead people toward meeting the organization’s vision, mission and goals. ECQ 3 – Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems and calculating risks. ECQ 4 – Business Acumen: The ability to manage human, financial and information resources strategically. ECQ 5 – Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments or international organizations to achieve common goals. Professional Technical Qualification (PTQ): PTQ1: Oversight Leadership and Execution - Demonstrated experience directing or overseeing independent, objective oversight activities—such as audits, investigations, inspections, evaluations, or similar reviews—of complex programs or operations. This includes applying risk-based approaches, guiding teams through planning and execution, ensuring the development of evidence-based findings, and reviewing, refining, and supporting recommendations that improve economy, efficiency, effectiveness, integrity, or accountability. PTQ2: Executive Leadership and Organizational Management - Proven executive-level experience managing professional organizations or major components, setting priorities, allocating resources, and delivering results in environments with competing demands. This includes leading multidisciplinary teams, managing performance, and fostering a culture of integrity, accountability, and respect. PTQ3: Oversight Standards, Quality, and Risk Management - Demonstrated knowledge of applicable federal oversight laws, regulations, and professional standards, and experience applying those requirements to ensure high-quality, defensible oversight work. This includes experience supporting quality management processes, assessing risk and internal controls, and translating risks into effective oversight strategies and recommendations. PTQ 4: Communication and Stakeholder Engagement - Demonstrated ability to communicate complex and sensitive oversight issues clearly and effectively, both orally and in writing. This includes experience supporting senior leadership communications, preparing reports and briefings, managing sensitive or confidential information, and engaging stakeholders while maintaining independence and objectivity.
