Job Summary: You will serve as a Deputy Inspector General in the Office of the Inspector General of COMMANDER US NAVAL FORCES EUROPE.

Major Duties:

  • You will be the principal Deputy to the Inspector General and as such fully shares management and responsibility for all programs under the Inspector General's cognizance.
  • You will represent the OIG at meetings with senior leaders and other Command personnel, leading inspection teams, leading investigations, and representing CNE/CNA/C6F before external auditors.
  • You will regularly and routinely serve as the acting Inspector General when the Inspector General is out of office or otherwise unavailable.
  • You will be the technical expert and advisor for establishing policy and evaluating implementation throughout the command, OIG hotline investigations, the Managers' Internal Control Program, and liaising with representatives of external auditors.
  • You will serve as the focal point for coordination, action and review of IG reports generated at higher levels, as well as, reports of interest to the IG (GAO and Congressional inquiries).
  • You will direct or provides the full range of technical and administrative guidance to a staff of civilian personnel.
  • You will be responsible for the full spectrum of personnel management, such as leave approval, performance evaluation, discipline and incentives, and professional development, as well as total operation of the office and staff as a cohesive team.
  • You will plan inspections, define roles, and delineate responsibilities for inspection teams, train inspectors, provide inspectors with direction and guidance, review the work of inspectors, and provide performance feedback.
  • You will conduct evaluations and special studies covering all areas of interest to the Commanders, CNE/CNA and C6F to identify risks and improve operational efficiency and effectiveness throughout the Command.
  • You will conduct preliminary case research and interviews to obtain facts and information relative to violations of law, executive orders, federal, DOD and Department of Navy regulations, and Command policy, procedures and instructions.
  • You will assist complainants in filing IG action requests, and coordinates within the Command to help resolve outstanding issues.
  • You will conduct initial review of issues, complaints, allegations, and requests for IG assistance to determine nature and scope; whether the matter could be better resolved by another element of the Command or within DON and/or DOD.
  • You will manage the command Hotline Program, to include receiving and analyzing complaints and independently determining the appropriate course of action to resolve complaints.
  • You will interact with the Naval Criminal Investigative Service (NCIS) on issues related to criminal complaints.
  • You will maintain a comprehensive database of case files and dispositions.
  • You will serve as Managers' Internal Control Program Coordinator, providing overall direction of personnel, process and review of all input provided by command staff in preparation of the final deliverable from the Commander.
  • You will conduct briefings and provide instruction to command staff in order to identify areas of potential risk within the command.
  • You will perform audit liaison including coordination and preparation for visits, audits and special reviews by the General Accountability Office, Department of Defense Inspector General, Naval Audit Service, and the Naval Inspector General.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and reviewing various data sources to determine potential trends in fraud, waste, mismanagement, and misconduct, AND Analyzing hotline allegations and complaints to determine violations, AND Evaluating patterns of non-compliance to support recommendations for changes in policies or practices, AND Conducting inspections to determine root causes and identify effective solutions, AND Reviewing investigative reports to see if results are supported by the preponderance of gathered evidence.
