Job Summary: The Office of Resolution Management (ORM) aims to prevent and address unlawful employment discrimination while promoting equal opportunity for Department of Veterans Affairs (VA) employees and stakeholders. The Deputy Executive Director for ORM (DED/ORM) is in the Office of the Executive Director for ORM (ED/ORM), within the Office of the Secretary of Veteran Affairs.

Major Duties:

  • Providing day-to-day operational oversight of ORM and performing assignments to achieve organizational and departmental objectives; Administering the Department-wide discrimination complaints processes in a manner that ensures the prompt, equitable, and efficient processing of informal and formal discrimination complaints to include counseling, case management, administrative functions, and investigations; Coordinating the development of VA's programs and initiatives with the U.S. Equal Employment Opportunity Commission (EEOC); Providing oversight of VA's intake and processing of external discrimination complaints through the External Civil Rights Discrimination Complaints Program; Ensuring Department-wide resolution management initiatives align with VA strategic goals and objectives and comply with external legislation and Executive Orders; Providing executive leadership through six subordinate Directors who are responsible for overall EEO field operations for processing EEO and external complaints, EEO data and analytics, to include agency reporting, EEO policy oversight and compliance, and EEO Systems.

TQ1: Demonstrated experience in successfully leading and managing a program that administers complex, rules-based services for a large group of customers to drive performance. TQ2: Demonstrated experience aligning programs and reporting with organizational strategy, resource management, and mission outcomes. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
