Job Description:

PURPOSE OF POSITION

World Vision Bangladesh has a funded grant portfolio of over $50 million, with a significant volume of new opportunities that are actively managed in our current pipeline. There is significant potential for additional growth, which will require more proactive capture planning and management in seamless partnership with key World Vision Support Offices (SOs) and regional partners around the world.  

The Deputy Director/Sr. Manager Resource Development, a key leader within the Extended Senior Leadership Team (ESLT), provides strategic leadership in capture planning and implementation, bid management, oversight of donor research and analytic and pipeline management and facilitation/execution of WVB’s grant acquisition strategy. Additionally, the DD/Sr. Manager-RD ensures resource diversification, strengthened donor networking, and improved resource acquisition capabilities for World Vision Bangladesh. Furthermore, the DD/Sr. Manager-RD will train and/or build the capacity of all resource development staff, assure strategic inter-departmental collaboration with the Program Quality and Technical staff, Finance staff (in particular with the development of cost proposals), Operations Department, while assuring the provision of any and all requisite support to the Refugee Response program (CoxBazar) development team.

The DD/Sr. Manager - RD is expected to communicate World Vision's Christian ethos and to demonstrate a quality of spiritual life and leadership behavior that is an example to others.


Key Responsibilities:

Resource Acquisition: Capture plan development and management; bid management; donor engagement

  • Develop rigorous capture plans, consistent with Shipley model/approach allowing for two-year planning and preparation horizon that aligns all relevant actors including: Support Office teams, technical teams, finance, Operations, P&C, National Director, CoxBazar Refugee Response fund raising team and others as appropriate.

  • Assure effective management of all capture plans, and take responsibility for leading and/or playing substantive role in management of high priority opportunities (in particular major US donor, FCDO and other bi-lateral and multi-lateral opportunities).

  • Assure quality management of live bids including, but not limited to: managing go/no-go decision process involving SOs and key internal constituents (National Director (ND),  technical teams, Operations Department, Finance, etc.) within 24 hours from the release of an opportunity; development of detailed bid preparation plan (or “Bid Action Plan”) within 24 hours of “go” decision which clearly delineates timelines and responsibilities for all aspects of the bid process; lead color team reviews of major bids (over $5m), assuring that all reviewers understand their roles in review process; assure development of and adherence to compliance matrix to address all donor requirements; coordinate development of questions/feedback, in collaboration with SOs, Senior Management Team (SMT), for all RFA, NOFOs RFIs and other bi-lateral opportunities, and timely submission of same; coordinate with Finance and technical teams to assure preparation of highly competitive and well budgeted technical plans that maximize cost recover for Bangladesh National Office (NO, or WVB) staff wherever possible; other bid management tasks as periodically identified and required.

  • Actively engage and participate in strategic country donor meetings with subset of high priority donors as identified through rigorous market analyses, agreed upon by SMT, and documented in WVB Strategic Plan. 

  • Working with WVB leadership, identify key relationships to strengthen national office positioning and elevate WV’s profile with government, multilateral and private sector donors.

  • Ensure that the WVB and Regional Development Unit teams work in collaboration with SOs’ grant teams to actively maintain strong donor relationships at global, regional and country level, developing engagement strategies for each donor or a group of donors.

  • In coordination with WVB Communications Director ensure the implementation of the global impact framework, and support the development of capacity statements, marketing and communication materials using the technical branding approach for donor engagement and prepositioning.  

  • Facilitate relationships and build credibility with donors, using previous success and documented best practices in grant management.

Analytics and Pipeline Management: 

  • Oversee BD Analyst to assure that WVB is prioritizing the right opportunities, has an accurate assessment of the competitive landscape and our win potential for specific opportunities; understands our comparative advantages (and disadvantages); identifies partners that maximize likelihood of building highly competitive consortiums; conducts literature reviews as required to inform technical strategy; and other research/analytics as required and appropriate.

  • Establish an effective opportunity pipeline per industry standards that qualifies, prioritizes, and tracks all opportunities from early capture (two years before live) through post submission “lessons learned” for all major opportunities. Bid management systems should use gated approach (consistent with Shipley system), and be updated in real time and made accessible to WB leadership.  

  • Oversee and/or participate in development and roll out of BD dashboards to keep senior leadership apprised of our progress towards BD targets, including but not limited to real time dollar win rate analyses.

Portfolio Management: 

  • Develop partnerships and strategic engagements with corporate entities across the country and sectors including CSR Funding, Co-branding, payroll giving, volunteer services, etc.

  • Overseeing all aspects of planning, preparation, implementation and follow up of national/local fundraising activities to diversify funding streams.

  • Exploring and testing different local/national fundraising activities, collaborating with the regional and support offices. through prospect development, for HNWI / Corporate for long team funding as per WV strategy direction

Capacity Building:

  • Ensure all WVB staff involved in grants, including the position holder have completed and are Proposal pro certified.

  • Lead, manage and provide capacity-building support to employees in the WVB team, & seconded staff by ensuring clear goals and accountabilities are established and achieved.

  • Ensure individuals’ performance and development needs are met, and employees are high performing and engaged.

  • Identify capacity gaps at WVB in grants acquisition and management and other factors leading to poor win rates and grants implementation and work with SOs and the Regional Development Unit (RDU) to address them.

  • Lead with the SOs and regional RDU, the roll out of the partnership grants acquisition training software (i.e. Proposal Pro) and the use of Horizon for opportunity tracking.

  • Develop a strong successor to be able to take up increasing grant management responsibility.

Strategy and Leadership:

  • In coordination with the National Director, Senior Director Operations and other internal constituents as well as the Regional Resource Development Unit lead, develop and/or revise of the NO resource acquisition strategy to assure WVB acquisition targets are met.  

  • In accordance with Global Fragile Context Strategy, WV processes for fragile context and the WVB Business Planning Cycle, assist the National Director and Senior Leadership Team in setting annual grant income projections to be used in the National Director’s Performance

  • Provide day to day leadership and management to the National Office Resource Development to ensure timely and efficient support for capture planning and implementation, bid management, supervision of BD analytic including, but not limited to: donor market analyses; donor prioritization; competitive analyses; establishment of web-based pipeline management system to assure real time updates in HORIZON and others as need be. 

Others:

  • Carry out additional responsibilities as assigned by the ND/Sr. Director Operation

  • Attend and lead devotional meetings.

KNOWLEDGE, SKILL AND EXPERIENCE:

Education, training, license, registration, and/or Certifications:

  • Master’s Degree in International Development, International Relations, Rural Development, Social Science or any related field. 

  • If candidate is a WV staff, completed Proposal pro certification.  G2G certified training is a plus.

Professional Experience:

  • Minimum of five years’ demonstrable, hands-on experience in grant acquisition, including experience developing and managing capture plans and applications/bids managing capture plans; managing bids for opportunities large opportunities targeting major bilateral and multilateral institutional donors.

Required Language(s): Excellent communication skill.

Required travel and/or work environment accommodations:

  • Work environment:  Office-based with frequent travel within National office and support offices

  • Travel:  up to of 15% International travel may be required.

Preferred Experience, Knowledge and/or other Qualifications:

  • Robust understanding of World Vision Context and prior experience working on resource collaboration with SOs is highly desirable.

  • Demonstrated success achieving high win rate for large (over $20m) bid portfolios. Experienced networker with strong skills in donor relations, negotiation, and partnership brokering and management

  • Up-to-date knowledge of the donor landscape and trends in the development and humanitarian sectors

  • Strong inter-personal skills, and proven team-player

  • Able to solve complex problems and to exercise independent judgment

  • Able to work in a cross-cultural environment with a multi-national staff

  • Must be a committed one, able to stand above denominational diversities.

  • Strong influencing and networking skills; consortia/network development experience.

  • Experience in acquiring funding from private donors (foundations and corporations).

  • Ability to provide support and training to staff and partners and to “translate” donor language related to guidelines and different requirements to ensure that both concept notes/proposals and project implementation are compliant with donor requirements.

  • Experience with public-private partnerships

  • Knowledge of workings with major donors, such as US major donors/OFDA/DoL, DFID/FCDO, UN, DFAT, EC/ECHO/DIPECHO, KOICA, MoFA, UN agencies, WFP, ADB/WB. Global Fund.
