Job Summary: The Deputy Director of the Office of Export Enforcement (OEE) for the Bureau of Industry and Security (BIS). The Deputy Director OEE serves in coordination and conjunction with the Director OEE and directs and manages that office's personnel, resources, and enforcement activities. OEE is mandated to identify, investigate, and prevent violations of specified laws and regulations pertaining to the U.S. system of dual-use export controls.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. Demonstrated executive-level experience in leading and managing a complex organization composed of multiple offices or divisions. Proven ability to develop, implement, and analyze performance metrics to drive organizational effectiveness, ensure accountability, and support strategic decision-making. Demonstrated knowledge and experience supervising investigations of complex federal regulations involving both civil and criminal penalties. General understanding and competence in applying export control laws and regulations in criminal and civil investigations (i.e. Export Control Reform Act, Export Administration Regulations, Arms Export Control Act, International Traffic in Arms Regulations, International Economic Emergency Powers Act, etc.). EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. FIREARMS: Selectees will be required to carry and use a firearm, demonstrate proficiency regularly, and not be in violation of 18 USC 922 (Lautenberg Amendment). NOTE: LAUTENBERG AMENDMENT: This position authorizes the incumbent to carry a firearm. Any person convicted of a felony or misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, USC Section 992(g)). A felony or misdemeanor crime of domestic violence is generally defined under the statute as any offense involving the use or attempted use of physical force or the threatened use of a deadly weapon committed by the victim's current or former domestic partner, parent, or guardian. The term convicted, as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned, or any person whose civil rights have been restored, so long as such restoration does not restrict the shipping, transport, possession or receipt of firearms or ammunition. Candidates convicted of a felony or misdemeanor crime of domestic violence within the meaning of the referenced statutes are not eligible for the position. Medical Requirements: The duties in this position in this series require moderate to arduous physical exertion involving walking and standing, use of firearms and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning for applicants to perform their duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. As measured by an audiometer, hearing loss must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is unqualifying. Maximum Entry Age: This position is covered by the special retirement provisions for Federal Law Enforcement Officers (LEO). Candidates without previous LEO service must be under the age of 37. Those with current or prior federal LEO coverage will be considered only if they can demonstrate that they have completed 20 years of covered service by the mandatory retirement age of 57. This requirement may be waived for Veterans. Basic Training: Selectee must complete or have completed the basic criminal investigator course at the Federal Law Enforcement Training Center, Glyndon, GA (or equivalent training determined by the agency).
