The primary purpose of this position is: To perform the duties as the Deputy Director of Personnel (AF/REP), Office of Air Force Reserve, Headquarters United States Air Force, with the director (a General/Flag Officer or equivalent position) the full scope of responsibility for managing the activities of the directorate.
Major Duties:
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions., SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes managing the development of long-range plans, program goals, policies, and procedures across the HR Management domain; exercising supervisory personnel management responsibilities; directing, coordinating, and overseeing work through subordinate supervisors; advising staff regarding policies, procedures, and directives of higher level management or headquarters; establishing improved methods of planning, programming, financial management, cost control, and budget analysis, fully supporting, directing, and participating in the implementation of management programs such as process improvement, total quality initiatives, safety, and security of assets and information; resolving conflicts of policy and procedures to allow astute resource management operating within numerous laws, policies, and regulations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of Air Force personnel programs and policies that encompass the full personnel life cycle to include recruitment, training, assignments, promotions, separations, recognition, mobilization, and retirements. 2. Comprehensive and thorough knowledge and understanding of Department of Defense policy development, legislative proposals, and law interpretation to develop force management strategies to meet NDAA end strength requirements to ensure the AFR has trained forces to meet the National Defense Strategy and Combatant Commander readiness requirements. 3. Knowledge of Department of Defense Planning, Programming, and Budget Execution (PPBE), and Air Force mission, policies, and program goals/objectives, the sequence and timing of key planning events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events to include procedures, and schedules for developing Program Objective Memorandum (POM), Budget Estimate Submissions, and Financial Plans. 4. Knowledge of OSD and HAF human resource/personnel regulations, practices, and procedures. 5. Ability to provide excellent oral and written communication skills to convey program/project initiatives or frame issues and their alternatives while garnering support and backing for the implementation of initiatives or alternative issues resolution. 6. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of the organization, AND Ability to make critical, independent decisions, present and influence top management level decisions, and support and defend decisions to higher level management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
