Job Summary: This position is located in the Division of Risk Management Supervision (RMS), Capital Markets, Accounting and Policy Branch of the Federal Deposit Insurance Corporation in Washington, D.C. Salary reflects a pay cap for this position of $315,000.

Major Duties:

  • Directs the development, implementation, and management of all regulations, or other supervisory policies and guidance related to risk management supervision matters, capital markets activities, economic and regulatory capital, liquidity, credit risk, emerging risks, market trends, corporate governance, and bank activities. Oversees the implementation of the risk management supervision program for the Division, including updating or revising various manuals, handbooks, and similar documents related to depository institution supervision (such as the Risk Management Manual of Examination Policies, Case Manager Procedures, and Report of Examination Instructions). Directs the research of all pertinent matters relating to asset-liability management techniques, the financial futures market, derivatives, and off-balance sheet activities for the purpose of developing policy and recommendations related to the risks associated with these instruments in large, complex financial organizations and community banks. Manages international and domestic capital markets policy-related activities. Leads the Division’s and Corporation's efforts regarding the formulation and maintenance of the international and domestic regulatory capital standards and framework. Represents the FDIC in interactions with other financial regulatory agencies, industry leaders, and international organizations; advises senior-most executive leadership on emerging, complex, and novel risk management supervision matters. Directs the development of risk management supervision policies and programs. Coordinates and leads teams regarding the preparation of studies, draft testimony, draft regulations and proposals regarding general bank supervision matters as well as capital markets and accounting issues. Executes agency personnel plans and programs, performance management, employee development, and other personnel-oriented factors consistent with corporate policy, legal requirements, and the mission of the Division. Monitors and assesses the impact of new or proposed legislation, changes in depository institution regulations, technological developments, and similar matters, as they relate to supervisory activities.

Leadership Experience 1: Experience in either the federal or state government or the private sector overseeing and coordinating the work of organizational units directly or indirectly through subordinate supervisors, including assigning work; directing changes to programs and priorities; and evaluating performance against goals; AND Leadership Experience 2: Experience in either the federal or state government or the private sector managing employee performance and growth directly and indirectly through subordinate supervisors, including evaluating employee readiness for successive roles; recognizing accomplishments, providing feedback and development opportunities, and addressing performance/conduct issues; AND Leadership Experience 3: Experience in either the federal or state government or the private sector overseeing implementation of and improvements to recruiting, hiring, training, utilization, and succession readiness of staff; AND Technical Experience 1: Experience in either the federal or state government or the private sector directing the development, implementation, and management of all regulations, or other supervisory policies and guidance related to risk management supervision matters, capital markets activities, economic and regulatory capital, liquidity, credit risk, emerging risks, market trends, corporate governance, and bank activities; AND Technical Experience 2: Experience in either the federal or state government or the private sector implementing risk management supervision programs, including updating or revising various manuals, handbooks, and similar documents related to depository institution supervision.
