We are currently seeking qualified candidates for the position of Deputy Chief of Party (DCOP) for the upcoming MCC Belize Training and Transitioning to Work Activity which seeks to improve the efficiency, inclusivity and effectiveness of systems related to governance, financing and quality assurance of the Technical and Vocational Education and Training (TVET) system. This position will be based in Belize and is contingent upon award.  

 

Project Description 

 

The Millennium Challenge Corporation (MCC) and the Government of Belize (GOB) have signed a $125 million, 5-year Compact that aims to address the binding constraints of low-quality education by increasing the number of post-primary graduates with the skills relevant to labor market demands. Under the Compact, an Education Project will invest in Belize’s secondary education and technical and vocational education training (TVET) sector.  

 

Position Description 

 

The Deputy Chief of Party (DCOP) works in close coordination with the Chief of Party (COP) and is responsible for managing the quality and timeliness of the project’s overall technical workstreams. The DCOP will lead the development of evidence-based approaches to improving TVET systems, including national TVET governance reform, implementation of the National TVET policy and strategy, strengthening the National Training Agency, and development of sector skills councils, work-based learning systems and curriculum modernization. This position will contribute to the design, development, implementation, monitoring and evaluation of all activities that aim to improve the quality, equity, relevance and efficiency of the TVET system. S/he will support ongoing quality assurance, supervise a technical team, and liaise with technical partners, relevant national stakeholders, beneficiaries and the donor. The DCOP will have demonstrated ability to work in complex environments, across different cultures, and manage diverse teams to deliver impact. 

 

Job Summary/Responsibilities 

  • Coordinates closely with the Chief of Party (COP) on all technical matters; provides support to the leadership and management of the project, including budget formulation and oversight 

  • Leads project interventions related to the technical design, implementation, and quality assurance, ensuring that TVET interventions are evidence-based, contextually-appropriate and aligned with Ministry of Education and labor market demand. 

  • Coordinates technical support to the Government of Belize, the local MCA Belize entity and MCC  

  • Guides the development of sector skills councils, accreditation systems, and partnerships that strengthen private sector engagement and improve coordination of apprenticeships 

  • Oversees technical outputs (activities, strategies and deliverables) of all implementing partner organizations through regular field visits 

  • Develops and implements local partner technical capacity building activities 

  • Supports the COP to oversee project monitoring and evaluation activities in collaboration with the MEL Advisor to build and implement a cohesive data collection, aggregation and reporting strategy with partners 

  • Provides leadership to technical staff and ensures clear roles and responsibilities; maintains clear lines of communication with project team members 

  • Collaborates with in-country team and headquarter-based technical staff to ensure the project is implemented according to organization and industry best practices, program framework, and regulations 

 

 

Required Qualifications  

  • Master’s degree in education, public administration, international development, or related field 

  • At least 12 years of experience working in education reform, with a focus on the secondary education or TVET sector. Experience in policy and accreditation, curriculum development, competency-based training, and design of work-based learning models strongly preferred  

  • 10+ years of related work experience in increasingly senior roles, with three years in leadership positions; experience working in a non-governmental organization preferred. 

  • Knowledge of and experience with Belizean education systems (including secondary, TVET and higher education) and Ministry of Education  

  • Relevant managerial and technical experience working with programs that are of a similar scope and scale to this program. 

  • Demonstrated ability to work in complex environments, across different cultures, and manage diverse teams to deliver impact within agreed timelines 

  • Proven ability to manage productive relationships with government stakeholders and donors 

  • Demonstrated knowledge of MCC and Government of Belize rules, regulations, policies, and procedures as they relate to project and program compliance and reporting. 

  • Experience in the education sector in Belize or the region. 

  • Oral and written fluency required in English.

The expected hiring salary range for this role is BZD 80,000 - 100,000 annually for basic salary.  When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget.
