Job Summary: The FRTIB is looking for a highly qualified and motivated individual to serve as the Deputy Chief Investment Officer. Special selection priority consideration will be given under the Career Transition Assistance program (CTAP) and the Interagency Career Transition Assistance Program (ICTAP) to well-qualified surplus or displaced candidates within the local commuting area.

Major Duties:

  • Serve as the Chief Investment Officer's (CIO) deputy by managing office operations, staff, and resources to ensure investment programs run efficiently and effectively.
  • Provide senior investment leadership by overseeing investment policies, risk management, performance analysis, and resolution of complex investment issues.
  • Lead the selection, oversight, and performance evaluation of external investment managers and contractors supporting the Agency's investment portfolio.
  • Direct procurement and Request for Proposals processes to acquire investment management services and ensure contractors meet operational and performance requirements.
  • Supervise and develop professional staff by setting priorities, evaluating performance, and fostering a high-performing, accountable investment team.

Qualifications: To qualify for this position, applicants must meet the Basic Experience and Specialized Experience as described below. Basic Experience: Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. OR Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations. Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-14) in the federal government. Specialized experience is defined as: a) leading analysis of investment performance, benchmarks, and cash flows to evaluate managers and advising leadership on portfolio decisions; b) directing due diligence and ongoing oversight of external investment managers to ensure compliance, manage risk, and improve overall investment results; c) managing competitive procurements for investment or financial services to select, oversee, and evaluate contractors supporting institutional investment programs; and d) developing compliance policies and led complex studies to address emerging risks and provide recommendations to senior leaders with minimal supervision. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
