PRIMARY DUTIES & RESPONSIBILITIES

Anticipated Hiring salary: $164,000.00 - $205,000.00/year  

Full Salary Range:$164,000.00 - $256,250.00/year 

Salary to be commensurate with experience.

Position: Deputy Chief Information Officer

OVERVIEW OF POSITION

Reporting to the Chief Information Officer (CIO), this role oversees the division managers responsible for Planning and Governance, Technical Infrastructure, and Platforms and Analytics—ensuring each division delivers reliable, secure, and customer-focused technology services. The Deputy CIO will lead day-to-day IT operations, drive continuous improvement in service delivery, and help shape the organization’s next phase of transformation, including process refinement, workforce development, and organizational design.

PRIMARY DUTIES & RESPONSIBILITIES

Operational Leadership

  • Oversee daily IT operations and project execution across all technology divisions.

  • Monitor and report on incidents and service requests to ensure timely resolution and transparency.

  • Identify recurring problems, coordinate root-cause analysis, and collaborate with teams to develop solutions and implementation timelines.

  • Partner with the Chief Information Security Officer (CISO) to incorporate security best practices and address security concerns within all operations.

  • Partner with the CIO to plan for and execute against the City’s strategic plan.

  • Ensure IT issues are addressed within established Service Level Objectives (SLOs).

  • Coordinate development of operational reports and metrics to measure success and identify improvement areas; recommend changes to SLOs and performance metrics as needed.

  • Coordinate the internal Change Management, communication, and training activities.

Governance, Standards, and Planning

  • Oversee development and implementation of internal IT policies and standards of practice.

  • Ensure each division aligns quarterly plans and initiatives with the City’s strategic priorities.

  • Coordinate resource tracking and forecasting across divisions to ensure capacity aligns with prioritized demands.

  • Collaborate with division managers to identify and plan for upcoming budgetary needs.

  • Represent the IT Department on City and partner committees as designated by the CIO.

People and Culture

  • Lead, coach, and develop the managers of Planning and Governance, Technical Infrastructure, and Platforms and Analytics.

  • Foster a collaborative, accountable, and service-oriented culture within IT.

  • Recommend and coordinate ongoing training and professional development for staff.

  • Support consistent, transparent employee evaluations that align with departmental goals and performance standards.

  • Partners with the internal IT Management team to oversee recruitment and retention activities.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

 

Education: 

 

  • Bachelor’s degree in Information Technology, Computer Science, Business Administration, or related field; Master’s degree preferred.

    8 years of progressive IT leadership experience, with at least 3 years managing operational teams and multiple functional areas.

    Demonstrated success in leading IT operations, service management, and cultural or organizational change.

    Progressive experience with IT financial administration and/or responsibility.

    Demonstrated experience in the development and implementation of IT policies and procedures.

    Demonstrated experience with IT resource planning and forecasting.

    Knowledge:

     

    Intermediate knowledge of IT Budget development.

    Intermediate knowledge of IT Budget administration.

    Intermediate knowledge of Cybersecurity principles and practices.

    Advanced knowledge of IT operations (ITIL / SDLC / Project Management industry standards).

    Advanced knowledge of IT policies, procedures, and standards of practice.

     

    Skills: 

     

    Strong Customer Service. Leveraging reporting capabilities from a variety of sources. Forecasting budget requirements to fulfill mandates and objectives. Executing within established budgets. Strong IT Operations management. Strong development and enforcement of IT policies and procedures. Cross-departmental collaboration (internal and external to IT). Vendor management, to include contract reviews and/or negotiations.

    WORKING CONDITIONS

     

    Essential Personnel:

    Experience building or improving IT teams through professional development and interdisciplinary training.

    Physical Demands:

    Light work that involves moving no more than 20 pounds at a time, including lifting 10 pounds overhead.

    Occasional carrying, walking, and standing. 

    Frequent sitting to conduct work on a computer.

    Frequent hand/eye coordination for the operation of the computer keyboard. 

    Frequent vision to analyze data and read/interpret reports, documents, and other written information. 

    Frequent speech communication and hearing to maintain communication with employees and citizens.  

    Infrequent driving between city facilities and/or meetings in the Denver metro area. 

    Work Environment:

    Frequent work in a clean, comfortable environment.  Infrequent work outside the office environment with various IT teams. This may include work from other City facilities and/or work outdoors to support City activities or events. Infrequent work in or around emergency response vehicles or heavy machinery used by the City.   Occasional staff escalation support outside normal business hours.

    Equipment Used:

  • Infrequent driving between city facilities and/or meetings in the Denver metro area.
