Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a DEPUTY BASE OPERATIONS MANAGER (TITLE 32), Position Description Number D2978000 and is part of the NC 139th REG, National Guard (139 Reg - Kure Beach Training Center / Manning Doc. 1950-10).

Major Duties:

  • As an DEPUTY BASE OPERATIONS MANAGER, GS-0301-12, you will manage all aspects of the GTC operations in order to provide 24 hour operational readiness in support of national defense and state/territory determined initiatives and missions; ensure the training center is fully operational, on short notice (less than 24 hours), to support troops and units which are trained, certified, and immediately deployed to the war fight; provide direct support and complex coordination involving secured operations of national defense initiatives with MACOM (major commands) or higher commands; manage all peacetime aspects of the GTC mobilization mission to include providing for supply and other physical support of troops training at the GTC, planning, procuring, storing, POL, station property, cantonment supply and billeting, and transportation motor pool operations; manage the operation, maintenance, repair, rehabilitation, and construction of all real property, to include recreational sites and equipment in support of troop welfare programs (MWR); work closely with CFMO and other local directorates and outside entities to ensure long-term capabilities are available to support local, national defense initiatives, defense support to civil authorities, and domestic operations.; implement and manage programs to ensure compliance with established environmental and natural resource regulations and any documentation, such as Installation Natural Resource Management Plans and Cultural Resource Management Plans, are in place, and that historical holdings are current and available for public review; assist with the management of a variety of Federal and State funds to support the GTC operations in accordance with current laws, rules, and regulations. This may include funds identified in the Master Cooperative Agreement (MCA) or Inter Agency Service Agreements for the state or territory, or Non-Appropriated Funds (NAF); may direct the work of subordinates in daily funds management and execution; with the Base Operations Manager, communicates and performs complex coordination, inside and outside the training center, with National Guard Bureau (NGB) personnel, the commands of other MACOMs, other DoD agencies, heads of federal agencies and states on matters pertaining to funds usage, supply, and training support activities at the training center; coordinate, supervise, and conduct pre-camp conferences with higher headquarters staff personnel and organizational commanders; interact with the local media and handles sensitive public relations problems; respond to congressional inquiries concerning legislation that has potential impact on current and future training center operations and requirements in support of national defense missions; represent the ARNG and the ARNG GTC, with the Garrison Commander if applicable in the surrounding community as directed by The Adjutant General (TAG); exercise supervisory personnel management responsibilities; direct, coordinate, and oversee work through subordinate supervisors; advise staff regarding policies, procedures, and directives of higher-level management or headquarters; review selection of candidates for subordinate non-supervisory positions and selects subordinate supervisors taking into consideration skills and qualifications, and mission requirements; ensure reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors; explain performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses; manage performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors; hear and resolves group grievances and employee complaints referred by subordinate supervisors and employees; initiate actions to correct performance or conduct problems; ensure documentation prepared to support actions is proper and complete; approve leave for subordinates and ensures adequate coverage in organization through peak workloads and traditional holiday vacation time; discharge security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material; recognize and take appropriate action to correct situations posing a threat to the health or safety of subordinates; provide a work environment that is free from all forms of discrimination, harassment, and retaliation; ensure that subordinate supervisors have effective interpersonal, communication, and managerial skills to supervise in a workplace with diverse employees; perform other duties as assigned.

Qualifications: Military Grades: Officer (2LT - CPT) Minimum Requirements: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. Specialized Experience: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
