Job Summary: The primary purpose of this position is to provide continuity in the management of the installation's Civil Engineering functions. The employee serves as the Deputy Director for the 786 Civil Engineer Squadron, an organization of 767 authorizations, sharing with the Squadron Commander the full scope of responsibility for managing the activities of the organization. Major Duties:
Qualifications: Conditions of Employment: 1. The incumbent of this position must be an experienced engineer with a broad knowledge of the tools and techniques required to handle complex administrative problems in an effective manner. Extensive experience in application of engineering principles is required for evaluation of the many problems arising routinely in performance of the wing mission. The incumbent must have broad experience and knowledge in Air Force real property programming, design, construction, operations, and maintenance. Incumbent must have experience and outstanding ability in dealing with people at all levels of local, state and federal government and must ah a facility for expression both orally and in writing with clarity and conviction. On occasions, incumbent will be the senior wing representative at meeting with contractors and government officials having viewpoints at least competitive with wing real property interest. 2. A professional engineering or architectural degree at the bachelor's level from an ABET accredited institution is required. Registration with a professional accrediting activity in one of the 50 states is highly desirable. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for Series 0801. BASIC REQUIREMENT: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You must submit a copy of transcripts OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. NOTE: You must submit a copy of transcripts In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the theories, concepts, principles, practices, standards, methods, techniques, and materials of professional multidisciplinary engineering to effectively apply advanced engineering principles and concepts to new applications, experimental theories, and other areas of responsibility. Knowledge of planning and program management to execute major projects, provide expert advice to colleagues, and present innovative recommendations for advancing programs and/or methods. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge in planning and coordination by the need to bring many resources together in a specific sequence and at a specific time (i.e., Activity Management Plans). Projects in the CE organization are subject to frequent, substantial, and unexpected changes, requiring almost constant attention to work progress and to adjustments in plans and schedules and exceptional planning skills, the ability to act quickly, and to withstand considerable and continuing pressure. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, organize, and direct the functions of an organization and mentor, motivate, and appraise the staff through subordinate supervisors. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.
