Job Summary: This position is located at Department of Housing and Urban Development Office of Inspector General, OIG, Office of Investigation. As the Deputy Assistant Inspector General for Investigation, you will be responsible for audit, inspections and evaluations related to all Department of Housing and Urban Development (HUD) programs and operations

Major Duties:

  • As the Deputy Assistant Inspector General for Investigation, you will: Provide executive staff assistance to the Assistant Inspector General for Investigation (AIGI), through broad evaluation of program status and strategic program planning activity for the Regional Offices, the Special Investigations Division, the Joint Civil Fraud Division, and Headquarters Operations. Prioritize the broad spectrum of allegations referred to the AIGI, in light of applicable laws, regulations and judicial opinions to determine that the extent and depth are of such national importance as to warrant the allocation of investigative resources and or whether there may be potential for criminal, civil or administrative action. Evaluate operational implications of proposed legislation and regulations relating to Department programs. Evaluate to determine projected impact on enforcement, both at the prosecutive and at the investigative levels, and develop options for approval of changes and or necessary program additions to meet enforcement needs. Share management responsibility for all initiatives of the Immediate Office of the AIGI, Headquarters Operations, Special Investigations Division, JCFD and the Regional Offices of Investigation, serve as the first line supervisor of all Special Agents in Charge and Directors within the Office of Investigation located in their jurisdictions to include functional areas such as: Directing investigation operations nationwide. Providing technical advice relating to investigation matters and keeping the IG and appropriate HUD officials informed of the results of ongoing investigation activities. Developing and recommending new or revised investigation programs to allow the Department to effectively carry out its mission and meet national policy objectives. Coordinating and/or working with investigative organizations of state, local, and other Federal agencies in investigative matters. Controlling the use and dissemination of reports, files and information developed by the OI, as well as similar information developed and furnished by other federal, state and local investigative agencies. Developing and implementing procedures to aid Departmental officials in the use of information developed through investigation operations and to provide for tracking systems that will alert HUD management to investigation matters that are in need of attention.

Qualifications: This position has been designated as a Career Reserved position and will be filled on a career basis. Basic Requirement - Applicants must demonstrate at least one year of progressively responsible leadership experience indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement will disqualify the applicant. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The following qualifications are required for the incumbent to perform the duties of the position. You must demonstrate all of the MTQs to be rated as eligible for this position. MTQ 1: Demonstrated experience applying a broad range of Federal laws including, but not limited to, the Inspector General Act, as amended, civil and criminal law, confidentiality provisions and whistleblower protection guidelines; Attorney General Guidelines for law enforcement, administrative, federal personnel, procurement and appropriations laws; Federal criminal law, Federal rules of criminal procedures, the rules of evidence and search and seizure. MTQ 2: Demonstrated experience managing human, financial and information resources strategically, including bringing about strategic change both within and outside an organization to meet organizational goals. Age Restriction: The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a law enforcement officer position. This requirement does not apply to a) Preference-eligible veterans; OR b) Individuals who are 37 years of age or older and have previously served in law enforcement officer positions that were covered by a special law enforcement retirement plan. AND Medical Requirements: The selectee must pass a pre-appointment physical examination and meet the physical requirements for this position as required by this agency. The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision and hearing are required to perform the duties satisfactorily. Because the duties of this position are exacting, responsible, and sometimes performed under trying conditions, the selectee must possess emotional and mental stability.
