Job Summary: The incumbent serves as one of two Deputies to the Assistant Inspector General for Audit (AIGA) in the Office of Audit (OA), Office of the Inspector General (OIG), Social Security Administration (SSA).

Major Duties:

  • The Deputy Assistant Inspector General for Audit (Program Audits and Evaluations) serves as an advisor and participates fully with the AIGA in the development and direction of the nationwide audit program, which is designed to effectively respond to the interests and needs of the IG in carrying out the mission and functions of OIG. Such participation includes: Development of audit plans, policies, procedures and short- and long-term goals, and assessment and formulation of budget requirements to accomplish program plans and goals. Providing executive-level guidance and direction to directors, managers, and teams, including developing audit and evaluation ideas, determining the most effective and efficient approach to be followed in the performance of the audits and evaluations, and monitoring progress to ensure timely completion of the audits and evaluations. Serving as an alter-ego to the AIGA in the management of the OA, when designated, and initiates action, as appropriate, to continually improve the efficiency and effectiveness of the OA by new auditing, business or technological measures, processes, techniques or strategies. Ensuring, within assigned Headquarters and Field Offices, the audits and evaluations are pursued, documented and finalized in accordance with the applicable standards, including the General Accountability Office (GAO) Yellow Book standards and other Federal accounting and auditing guidelines, auditing and evaluation guidelines established by the Office of Management and Budget, the Council of the Inspectors General on Integrity and Efficiency (CIGIE), and applicable standards set by the American Institute of Certified Public Accountants (AICPA), the Institute of Internal Auditors (IIA), or other recognized professional associations.

INDIVIDUAL OCCUPATIONAL REQUIREMENT: This position has a positive education requirement as indicated in the Education section below. To be considered minimally qualified for this position, candidates must have had professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan). Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant. NOTE: If you are (1) a member of the SES, (2) have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or (3) have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. 1. Demonstrated senior level experience leading, directing and guiding a government oversight organization-such as within an Office of Inspector General (OIG) or other organization which has as its mission Government oversight or compliance-which includes experience planning, developing and directing large or national scale performance audits using Government Auditing Standards. 2. Demonstrated senior level experience leading teams of Government auditors in the planning, conducting, and reporting on performance audits of a federal agency's programs and operations. Experience must include: a. Taking a risk-based approach to identifying program/operational areas or issues where audit coverage is needed; b. Developing audit objectives, scope, and methodology; c. Identifying and assigning audit resources; and d. Managing engagements to ensure they comply with government auditing standards and are completed on time and within budget. 3. Demonstrated senior level experience with consensus (team) building in planning, conducting, and presenting audit findings, including interacting with high level officials in Congress, agencies, and stakeholder support for, and implementation of recommendations. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.
