Major Duties:

  • Provides technical guidance to senior leadership regarding deployment readiness programs. Reviews Operation Plans (OPLANs), Concept Plans (CONPLANs), Concept of Operations (CONOPs), and Exercise Plans for currency, accuracy, and support capability. Performs deployment program analysis activities. Coordinates deployment readiness activities of subordinate Squadrons.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administration Support Positions for Miscellaneous Administration and Program 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of laws, regulations, policies, and precedents affecting deployment readiness and work processes sufficient to make appropriate judgments and construct viable options concerning deployment readiness in a dynamic and fluid environment with little notice of change requirements. Knowledge of analytical and evaluative techniques related to the identification, consideration, and resolution of issues or problems identified during review of exercise plans for currency, accuracy, and support capability of military actions and training. Knowledge of administration processes and documentation requirements to ensure effective Group deployment readiness program management and effectiveness. Knowledge of logistics management operations that involve Wing-level planning, coordinating, or evaluating contingency support, logistics readiness deployment, and execution. This work requires considerable skill in applying and integrating this knowledge to plan and accomplish a variety of complex work assignments and/or to identify, analyze, and resolve issues or problems. Knowledge of Integrated Deployment Systems (IDS), which include logistics management information systems necessary for planning and executing deployment operations, such as Logistics Module (LOGMOD), Deliberate Crisis Action Planning and Execution Systems (DCAPES), MyLearning Training website, Automated Readiness Information System (ARIS), and Aeromedical Services Information Management System (ASIMS). OR EDUCATION: Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of federal and agency deployment/mobilization concepts, principles, practices, procedures, regulations, and laws applicable to the full range of deployment readiness program management. Knowledge of methods, procedures, and skills in evaluating and performing operations to identify and meet deployment readiness. Knowledge of Integrated Deployment Systems (IDS), which include logistics management information systems necessary for planning and executing deployment operations, such as Logistics Module (LOGMOD), Deliberate Crisis Action Planning and Execution Systems (DCAPES), MyLearning Training website, Automated Readiness Information System (ARIS), and Aeromedical Services Information Management System (ASIMS). Skill in analyzing, evaluating, and interpreting deployment readiness factors, and formulating procedural solutions to problems for implementation. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning the Group's deployment readiness program. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
