The Office of Inspector General (OIG) is seeking qualified DOC Inspector 3s to join the Professional Standards Unit (PSU) within the Special Investigations Unit (SIU). These positions offer a unique opportunity to lead high-level investigations and contribute to the integrity and accountability of ODOC operations.

This recruitment may be used to fill current and future vacancies. At this time, the agency anticipates filling positions on both the east and west side of the state. Final location assignments will be made in accordance with state hiring requirements and operational needs.

About the Job – Your Role

The OIG includes several key units that support ODOC’s mission through collaboration and oversight:

  • Special Investigations Unit (SIU) – including PSU and the Drug Interdiction Unit (DIU)
  • Hearings Unit
  • Americans with Disabilities Act (ADA), Grievances & Discrimination
  • Prison Rape Elimination Act (PREA)

As an Inspector 3, you will lead complex investigations into misconduct involving employees, adults in custody (AICs), contractors, volunteers, and visitors. You’ll serve as a subject matter expert, guiding investigative best practices and supporting senior DOC leadership through consultation, training, and policy development.

Key Responsibilities

  • Conduct and lead criminal and administrative investigations.
  • Interview subjects, gather evidence, and prepare detailed investigative reports.
  • Collaborate with law enforcement, District Attorneys, and DOC leadership.
  • Testify in criminal and administrative proceedings.
  • Mentor and review work of subordinate Inspectors as appropriate.
  • Monitor AIC communications for investigative purposes.
  • Conduct surveillance in various environments, including remote or public areas.
  • Maintain strict chain of custody and confidentiality protocols.
  • Respond to incidents statewide, often on short notice.
  • Serve on-call for the Inspector General’s 24-hour tip line on a rotating basis

Additional Responsibilities

  • Serve as liaison for DOC with local, state, and federal agencies.
  • Assist with and present Director’s Briefings.
  • Develop and deliver training programs.
  • Provide investigative support to external law enforcement agencies.

This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications

Four years of full-time investigative experience that included fact finding; collecting and preserving evidence according to the rules of evidence; examining records; locating and interviewing witnesses to verify or disprove claims of suspected law violations.
 

OR
 

Four years of experience in a correctional institution that included interviewing inmates to gather facts, collect evidence, do searches and document violations of administrative or criminal regulations for the purpose of disciplinary action.

Special Qualifications

  • Valid Oregon driver’s license and acceptable driving record
     

Requested Skills

  • Proficiency with SIU or law enforcement evidence and inventory maintenance procedures, including handling of potentially hazardous evidence.
  • Understanding of state and federal privacy and security laws related to police records and investigative files.
  • Ability to conduct research and recommend procedures and guidelines to improve security operations.
  • Proficiency in managing multiple tasks and maintaining records in a timely, accurate, and organized manner.
  • Ability to work with diverse groups of people.
  • Ability to apply excellent internal and external customer service skills.
  • Candidates with prior criminal investigative experience that includes direct submission to a DA, or staff HR/Administrative investigation experience may be given preference.
  • Advanced investigation expertise involving complex administrative and criminal matters, including but not limited to allegations of misconduct, retaliation, sexual harassment, discrimination, and other high-risk workplace or criminal issues.
  • Demonstrated the ability to assess organizational, legal, and reputational risk, including identifying liability exposure and providing sound investigative judgment that supports defensible decision making.
  • Exceptional communication skills, orally and in writing, and the ability to engage clearly and professionally with diverse stakeholders.
  • Proven capacity to manage and coordinate complex investigations involving multiple parties, competing interests, and sensitive subject matter, while maintaining neutrality, confidentiality, and procedural integrity.
  • Strong understanding of investigative standards, due process, and evidentiary principles.

Working Conditions

Inspector 3s are required to travel frequently to Oregon correctional institutions and facilities spread across the state, sometimes on very short notice (or immediately). They will also be required to do unannounced physical searches of a prison cells or interview an AIC to collect evidence of suspected criminal activity.

Inspector 3s are called upon to conduct surveillance in areas outside of the incarceration setting e.g., Inspectors are required to travel to AIC work crew sites, which might be located on a public roadway or in a remote forest area, to surreptitiously observe and gather photographic or video evidence of illegal activity, while sitting for long periods of time in an unmarked state car. Inspector 3s must be able to travel swiftly in response to intelligence. Inspectors are expected to maintain strict chain of custody guidelines as it pertains to evidence handling and processing. 

At times you may need to exert up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects. You may be required to perform tasks that require the ability to balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, grasp, feel, use manual dexterity, and perform repetitive motions with or without reasonable accommodations.

Work is performed indoors in an office environment, working with telephones, computers, changing priorities, interruptions, and communication with other Inspectors and ODOC staff over the telephone, in person, or via video. Visual acuity necessary to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices; and operate motor vehicles.

Employees are subject to the following hazards: handling firearms, broken glass, syringes, narcotics, odoriferous materials, blood, urine, and other body specimens that may come from diseased persons or clothing that may be infected with hazardous biological materials. Requirements for Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
