The City and County of Denver offers competitive pay commensurate with education and experience. New hires are typically brought into the organization between $175,000 to $185,000. We also offer generous benefits for full-time employees which include but are not limited to:

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position, you can expect to be in the office three days per week. Employees must work within the state of Colorado on their off-site days.
In this position you can expect to work on site at the Webb Municipal Building at least three days per week.
The Department of Finance (DOF) is responsible for the fiscal health of the city. The DOF leads fiscal analysis and guidance, property assessments, budgeting, accounting functions, enforcement of fiscal policies, practices and procedures for the entire City and County of Denver. The DOF fulfills the state statutory responsibilities for tax assessment and collection. DOF also manages the City’s debt portfolio and investment portfolio. The DOF commits to delivering these services through a financial structure that reflects the best practices of both the public and private sectors. This commitment promotes better service, enhanced performance measures, maximum accountability, and improved business processes.
The County Assessor serves as a senior executive within the Department of Finance and a key advisor to the Chief Financial Officer and the Mayor. This position provides strategic leadership the Assessment Division to align with a legal compliance, and public trust.
The Assessment Division locates, appraises and records all of Denver’s real and personal properties in accordance with the Colorado Constitution, state statutes and Board of Equalization procedures. The Assessor certifies valuations to all special tax districts and tracks values and annual tax increments within the City’s tax increment financing (TIF) districts. The division prepares and delivers the tax warrant to the Treasurer, maintains records on tax exemptions for seniors and other populations, generates value notices for all taxpayers and processes written and in-person valuation protests and appeals.
Property taxes are a “county function” and are governed by Title 39 Article 1 through Article 12 of the Colorado Revised Statutes. Unlike other counties, the accounting and disbursement functions are assigned to the DoF – Controller’s Office. Approximately, two-thirds of the property tax is collected on behalf of Denver Public School and other special districts.
Key Responsibilities
Lead the County Assessor Function
Value all real and personal property following valuation criteria as required by state statutes and the constitution, utilizing manuals and instructions issued by the Property Tax Administrator as well as commonly accepted appraisal procedures.
Determine the correct class for all property according to its use on the assessment date.
Notify owners of the property classification and valuation and the administrative remedies that must be followed if the owner disagrees.
Discover all property, both real and personal, and list such property in internal records, gathering information from the records of the clerk and recorder, examining building permits, physically reviewing property, and reviewing listings of businesses.
Reflect all statutory and constitutional exemptions, both local and state-determined, for all property determined to be eligible for such exemptions.
Prepare the annual Abstract of Assessment report for submission to the Division of Property Taxation.
Provide annual Certification of Value to all taxing entities and collect mill levy certifications from such entities for purposes of establishing the tax warrant to be delivered to the Treasurer for collections.
Executive Leadership & Strategic Management
Direct and coordinate the GIS, Information Management, Personal Property and Real Property work units.
Work in close partnership with the CFO to guide broader strategy and budget planning for the Assessment division.
Establish the organization’s long-term vision and strategic priorities, integrating input from employees, community stakeholders, and business leaders.
Develop and implement policies, goals, and performance metrics that drive organizational success and accountability.
Represent the department in high-level forums including City Council and media inquiries.

Property Assessment Statutory Knowledge: Deep understanding of statutes which direct property assessment and taxation. Able to interpret complex legal and financial information and communicate its impact.
Expertise in Appraisal, Real Estate and Economics: Demonstrated experience in these areas to guide and mentor team members.
Strategic Vision: Ability to see the big picture, anticipate challenges, and align Assessment operations with Denver’s long-term goals.
Political Acumen: Skilled at navigating relationships with the Mayor’s Office, City Council, State officials, and the media in a dynamic and often complex political landscape.
Public Service Leadership: Proven experience using sound judgement and fairness. Experience leading large, diverse teams in the public or nonprofit sector. Committed to transparency, equity, and excellence.

Education requirement: Bachelor’s Degree in Business Administration, Finance or Public Administration or a related field
Experience Requirement: Five (5) years of leadership experience, which must have included financial director-level management responsibilities. One (1) year of management experience must include budget and fiscal oversight responsibility, evaluation of business processes, and policy and decision-making experience with planning and organizing multiple programs, projects, operations or functions.
Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post high school education
Master’s degree in Finance, Accounting, Business Administration, Economics, or Public Administration.
7–10 years of progressively responsible experience in finance, property taxation, or public sector revenue management.
Proficiency in analyzing proposed statutes and ordinance for impact and demonstrating ability to provide detailed policy recommendations.
Advanced skills in Excel, financial modeling, and data analytics tools.
