TEAM OVERVIEW

The Global Market Conduct function is responsible for the design, implementation, and sustainability of trade surveillance, communications surveillance, records and retention, conduct risk governance, and strategic remediation programs across TD Securities. This function supports regulatory commitments with the SEC, CFTC, FINRA, DOJ, and other global regulators and partners closely with Technology, Data, Compliance, Legal, and Business leadership.

The Delivery Director, Global Market Conduct Delivery is a senior execution role responsible for translating regulatory commitments and conduct strategy into disciplined, auditable, and sustainable outcomes across multiple remediation and enhancement initiatives.

ABOUT THE ROLE

We are seeking an Experience Delivery Director with 15+ years of end-to-end delivery expertise to drive complex, cross-functional compliance programs across data, technology, and business domains. Reporting into senior change delivery leadership, this role is accountable for delivery strategy and execution across multiple workstreams, ensuring clear ownership, predictable outcomes, and timely escalation of risks and decisions.

The ideal candidate is a seasoned delivery leader who has led large-scale regulatory and/or control programs in capital markets, understands products and data flows, and can translate complex requirements into executable plans across engineering, data, operations, risk, compliance, and front-office stakeholders. You will set the delivery cadence, establish fit-for-purpose governance, and provide executive-ready reporting while unblocking teams and maintaining momentum in fast-paced, high-ambiguity environments.

KEY RESPONSIBILITIES

  • End-to-End Program Delivery: Own planning through execution across multiple workstreams (process, data, and technology), ensuring scope, milestones, budget, and outcomes are delivered with disciplined change control.
  • Compliance & Controls Delivery: Drive regulatory and compliance outcomes by partnering with Compliance/Risk to translate requirements into clear deliverables, controls, testing evidence, and sustainable BAU handoffs.
  • Cross-Functional Leadership: Lead and coordinate product, engineering, data, operations, and business teams to align priorities, clarify dependencies, and resolve conflicts quickly.
  • Governance, RAID & Decisioning: Establish and run governance forums; manage RAID (risks, assumptions, issues, dependencies); drive timely decisions and escalations with options and recommendations.
  • Executive Communication & Reporting: Produce concise, executive-ready status updates, dashboards, and materials that surface progress, trade-offs, and key decision points.
  • Stakeholder & Change Management: Manage senior stakeholder expectations, balance competing priorities, and adapt delivery approach to evolving regulatory timelines and organizational constraints.
  • Delivery Excellence: Coach and develop delivery resources, improve delivery practices, and continuously raise the bar on predictability, transparency, and outcomes.

LEADERSHIP EXPECTATIONS

  • Serve as a trusted partner and point of accountability for senior stakeholders, driving clarity, momentum, and outcomes across the portfolio.
  • Influence across business, technology, data, and control functions to align on solutions, delivery sequencing, and trade-offs.
  • Set a high bar for transparency: clear plans, measurable milestones, and early escalation of delivery and control risks.
  • Represent delivery in senior forums and steerco meetings, ensuring decisions are documented and actions are driven to closure.
  • Champion continuous improvement in delivery practices, tooling, and operating model (e.g., leaner governance, stronger execution rhythms).
  • Lead with resilience and integrity—staying focused and effective through ambiguity, shifting priorities, and demanding timelines.

SKILLS & EXPERIENCE

  • 10+ years of experience leading end-to-end delivery for complex, cross-functional programs (regulatory, compliance, risk/control, data, and/or technology change) in capital markets or a similarly regulated environment.
  • Proven track record delivering regulatory remediation or control uplift programs (e.g., surveillance, records management, conduct risk).
  • Experience supporting SEC, CFTC, FINRA, DOJ/DPA, or global regulator engagements.
  • Proven ability to deliver outcomes across data, technology, and business domains—translating requirements into scope, milestones, dependencies, and measurable deliverables.
  • Strong understanding of financial products and end-to-end flows (front-to-back), with the ability to communicate impacts to stakeholders at all levels.
  • Deep experience running governance: RAID management, change control, release planning, and issue/decision escalation with clear options and recommendations.
  • Executive communication skills—able to produce clear, concise written updates and senior-ready materials that drive alignment and action.
  • Strong people leadership and influence—coaching delivery practitioners and partnering effectively across Compliance, Risk, Technology, Data, Operations, and Business.
  • Comfort operating in ambiguity and under pressure, with sound judgment, urgency, and a bias for execution.
  • Experience with delivery tooling (e.g., JIRA, Confluence) and practical understanding of modern delivery methods (Agile, hybrid, and waterfall) as appropriate to regulatory commitments.

ADDITIONAL QUALIFICATIONS

  • Bachelor’s degree in Business, Engineering, Computer Science, or equivalent experience.
  • Experience delivering regulatory/compliance programs (e.g., surveillance, records/retention, AML, employee compliance) and working effectively with second line functions.
  • PMP, Lean/Six Sigma, CFA, FRM, or CPA designation is an asset.
  • Strong analytical mindset; comfortable with process mapping and translating control requirements into clear delivery artifacts (testing approach, evidence, operational readiness).
  • Practical familiarity with data and automation concepts (data pipelines, basic scripting/automation, metrics) is an asset.

The Director, Change Delivery-TDS leads, manages, and supports the end-to-end delivery of projects and major strategic and cross-functional initiatives across the dealers that are high in complexity and major in scope.

Depth & Scope:

  • Ensures end-to-end delivery of projects
  • Works in close partnership with all project stakeholders to align plans, timelines, expectations and deliverables to meet project's objectives
  • Uses negotiation and influencing skills to build consensus amongst diverse stakeholder groups to ensure project deliverables are met
  • Ensures projects are delivered based on agreed scope, agreed timeline and approved budget
  • Manages resolution of issues and risks effectively and if required ensures timely escalation of the issues and risks
  • Communicates effectively project status communication to stakeholders
  • Manages project financials and benefits realization
  • Creates and maintains comprehensive project management artifacts as required by project governance standards
  • Considered as a subject matter expert on practices, procedures and principles of project management
  • Manages projects through Project Management Life Cycle including Planning, Execution, Control and Closure of projects
  • Manages / oversees testing deliverables for the project including: testing strategies, planning, preparation and execution activities, review and sign-off of testing documentation

Education & Experience:

  • Bachelor's Degree or Equivalent
  • 7+ Years of Prior Experience
  • Outstanding record of project management success preferably in Capital Markets, both in results achieved and in use of professional methodology especially using Agile approach
  • Strong project management skills and demonstrated experience
  • Solid organizational skills including attention to detail and multi-tasking skills
  • Excellent written and verbal communication skills
  • Pro-active in developing and implementing strategies that significantly mitigate risk
