Job Summary

Our data systems analyst will develop, manage and administer vital data systems and reporting that serve the offices and departments of the comptroller and Baltimore City governance. incumbents will receive general supervision from a technical superior.  This position works a conventional work week in a typical office setting. The position will occasionally require overtime to meet deadlines and is subject to 24-hour callback as required for emergencies. The position does not require supervisory responsibilities.

Essential Functions

  • Systems Management. Establishes and maintains database performance standards; monitors system usage; analyzes database performance and performs systems optimization tasks in order to maintain data availability and ensure system responsiveness to user inquiries.  This work includes all day to day systems administration for multiple information management/database systems, user group management, upload of data sets, reporting, diagnoses and resolution of systems performance issues, etc. Position is responsible for continuous evaluation of systems and user needs and makes recommendations for refinements and increased system capacity.  Supports the IT Manager in providing oversight of systems refinements and integration with other City systems. Acts as a liaison, project manager and decision maker related to the engagement of applications consultants and implementation of data management solutions. 
  • Assessment and evaluation of data management practices and policies.  Position is responsible for assessing data availability and needs for multiple departments in support of transparent, efficient management of workflows, transactions and overall departmental goals and performance. Engages with Departments under the Comptroller, acting as a data partner understanding the needs, goals and metrics of department in contrast to the data actually available to inform those needs and support performance goals.  Partners with other departments to support them in understanding current data sources, identifying new sources, identifying gaps in data, and in evaluating tools/solutions to increase or enhance data capture for analysis to inform departmental/operational needs and goals. Position will engage with departments and staff in the development of technology-based solutions to track work volumes by activity with a focus on modernization of those practices and related updates to policies as needed. This work includes analysis, design and oversight of technology solutions in new program areas. Interviews users to extract and gather workflow, user requirements and subjection information, define documents users require, write programs to create user interface , etc.  generate customer / develops dataset design and models based on user requirements, uses data models to organize, story and security data, test and coordinates data model changes. Plans and implements database conversation projects and the migration and upgrade of databases to new versions and servers.
  • Data Analytics and Reporting.  Position monitors and maintains IT infrastructure as it relates to data quality, real time dashboards and reporting – providing data scrubs, uploads, custom reports, data analysis etc. Responsibilities includes maintenance of workload statistics, preparation of narrative and statistical reports accounting for activities and maintains database documentation.
  • Training. This position is a primary change manager and works closely with colleagues engaged in data entry, management and workflows to champion and support adoption and competent use of new data software. Provides technical assistance and training to user staff. Supports IT Manager in developing and implementing training requested external user groups. Attends training workshops, product demonstrations, conferences and technical briefings. Stays abreast of technology changes.
  • Supports interagency collaboration. While the position is primarily focused on transforming, enhancing and continuously evolving the management of data and workflows within the Offices and Departments of the City Comptroller we actively seek opportunities to expand data sharing and systems integrations to maximize government efficiency and transparency. Collaborates closely with the Agency IT Manager and BCIT to ensure the compatibility of software applications with City security and other needs and identifies interagency opportunities for collaboration and potential enterprise solutions that will maximize value for the City and efficiency of services for constituents and customers.
  • Position may require other duties not fully described but necessary to accomplish the work of the agency including provision of basic technical support to office staff. While the position works a conventional work week there may be deadlines and urgent matters requiring hours exceeding. 

Minimum Qualifications

Education: Have a Bachelor's Degree from an accredited college or university in information systems, computer science or a related field.

AND

Experience: Have a minimum of two (2) years of experience in database management including performance optimization and troubleshooting, and implementing, maintaining and controlling hierarchical or relational database management systems.

OR

Equivalency Notes: Have an equivalent combination of education and experience.

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSES ARE NOT ACCEPTABLE.

Knowledge, Skills, and Abilities

Knowledge of:

  • Principles and practices of database development, management, ware Operating systems software
  • Database security practices in order to monitor, control and evaluate user access, logons permission and related variable
  • Methods for ensuring protecting and resolving problems involving the security of information systems
  • Archival, backup and recovery methods
  • Developing database queries and generating reports
  • Interpersonal interview skills supporting effective gathering of pertinent information for development of database systems and report generation, database model design and upgrades
  • Implement, control and evaluate database management systems
  • Prepare user documentation and train users in database capabilities and procedures for accessing data
  • Ability to analyze, apply logic and solve technology problems
  • Establish and maintain working relationships with vendors, management, technical co-workers and support specialists and systems users
  • Speak and write effectively

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
