PATH is seeking a Data Quality Specialist for the global project “Reaching Every At-risk Community and Household with Malaria Services” (PMI REACH Malaria), funded by the US government. REACH aims to provide implementation support services and technical assistance to countries to accelerate progress in malaria control in health care facilities and at the community level, including through malaria case management, malaria prevention during pregnancy, collection and use of service delivery data, and other malaria prevention interventions.  

The Data Quality Specialist will report to the MEL Manager and support the PMI REACH Malaria Project in Senegal to strengthen malaria data systems, improve data quality, and promote the use of malaria data for strategic decision-making. The Data Quality Specialist will work closely with the PNLP, health district teams, and other stakeholders to ensure that malaria data are of high quality, timely, and used effectively to guide programmatic actions.  

 

Responsibilities: 

  • Lead the design and implementation of plans to improve malaria data quality in collaboration with the NMCP and relevant stakeholders.   

  • Work with district teams to organize and implement regular data quality assessments (DQAs) on malaria indicators, in conjunction with the PNLP, in health facilities using standardized tools, and provide support for the analysis of results, identification, and follow-up of recommendations made to improve data quality.    

  • Conduct in-depth analyses of data collected regularly in the national DHIS2 by health facilities to identify data quality gaps and support corrective measures through mentoring and supportive supervision.   

  • Support the development and deployment of mechanisms for visualizing and providing feedback on the quality of malaria data.   

  • Implement data validation and cleaning protocols to correct any inconsistencies and improve the reliability of analyses.   

  • Facilitate regular malaria data review and analysis meetings at the national and subnational levels.   

  • Assist the PNLP and district health teams in interpreting malaria data to inform planning, resource allocation, and targeted interventions.   

  • Collaborate with the HMIS/DHIS2 team to ensure that malaria indicators are correctly recorded and reported.   

  • Contribute to the refinement of malaria indicators, data collection tools, reporting templates, and data flow processes.   

  • Participate in the national technical working group of implementing partners.   

  • Produce regular reports on data quality and propose recommendations for improvement.  

  • Contribute to the development of technical presentations, training materials, standard operating procedures, and reports. 

  • Develop and maintain relationships with key stakeholders such as the PNLP/MSP, implementing partners, and donors working in the areas of surveillance, monitoring and evaluation, and data quality.   

Required skills and experience: 

  •  Bachelor's degree in public or community health, statistics, computer science, health informatics, or relevant discipline. 

  • At least 3 years of experience and proven skills in the field of health information systems (HIMS), data reporting, and data quality approaches.  

  • Knowledge and experience with MSP health information systems (HIMS) and DHIS2 are required. 

  • Experience in data quality audits/assessments, data validation, and/or data review, preferably in the field of health programs.  

  • Experience in providing technical assistance and conducting capacity-building activities in data management, recording, validation, reporting, analysis, and use.  

  • Previous experience within the national Ministry of Health/national malaria program is preferred.  

  • Experience working on projects funded by international donors (U.S. Government, Global Fund, etc.) is an asset.  

  • Strong problem-solving and organizational skills, with a positive, solution-oriented approach to challenges.  

  • Strong analytical, presentation, and facilitation skills.  

  • High attention to detail, ability to communicate effectively and concisely, both verbally and in writing. 

  • Strong work ethic, resourcefulness, integrity, credibility, and dedication to PATH's mission. 

  • Fluency in French. Fluency in Wolof preferred. Fluency in English is an asset.  

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams) and experience with data visualization tools (e.g., Power BI, Tableau, DHIS2) and data analysis software (e.g., Excel, R, Stata, SPSS, etc.) required.
