This position is open for recruitment and fully funded following the 2025 Special Legislative Session.
The role:
Do you have a passion for finding answers to business challenges using data? Do you have both the strong technical and people skills to help transform and modernize business operations using data? If so, we want you to join our team as a Data Engineer! The main purpose of this position is to help the Data Solutions Office (DSO) build and improve how it manages and uses data across ODOT. This role helps create consistent standards and practices for collecting, storing, and using data throughout its lifecycle. The goal is to make ODOT’s data easier to access and use for reports, analysis, and decision-making that supports transparency and compliance.
This position combines technical skills with problem-solving. You’ll work closely with ODOT programs and other Oregon agencies to turn complex data challenges into practical solutions that improve operations, automate manual work, and support data-driven decisions.

Underfill Option: The goal of this recruitment is to fill this position at an Information Systems Specialist 8 level. However, we encourage candidates who meet the minimum qualifications for an Information Systems Specialist 7 ($6,679 - $10,092) to apply, as we may consider underfilling the position until the selected candidate meets the minimum qualifications for an Information Systems Specialist 8. Underfill training will not exceed three years.

A day in the life:
Conduct business analysis and research to design, engineer, and implement business data solutions, including data modeling, data flow design, and multi-domain data integration and interoperability.
Develop and maintain data pipelines, architectures, and automations (ETL/ELT, DataOps) to enable secure, reliable, and efficient data movement and analytics.
Collaborate with business units and partner agencies to define data standards, specifications, and best practices for data engineering and management.
Integrate and modernize legacy and cloud data systems to ensure data interoperability and compliance with privacy and security laws.
Identify and reduce redundant or conflicting data assets to improve data quality, consistency, and trust across the enterprise.
Research and recommend modern tools, platforms, and process improvements to advance analytics and data ecosystem modernization.
Build and maintain API endpoints and documentation to support internal and external data access and sharing.
Prepare and optimize data for analytics, machine learning, and AI applications.
Lead efforts to automate data processes, improve system efficiency, and establish enterprise data flow frameworks and taxonomies.
Provide expert consultation, documentation, and troubleshooting support for data engineering operations across ODOT and partner agencies.

Minimum qualifications:
Seven (7) years of information systems experience in: data architecture, data engineering, data analytics, or data modeling.
OR
An associate's degree or higher in computer science, information technology, or a related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND five (5) years of information systems experience in: data architecture, data engineering, data analytics, or data modeling.
OR
A bachelor's degree in information technology, computer science, or related field AND three (3) years of information systems experience in: data architecture, data engineering, data analytics, or data modeling.
OR
A master's degree in information technology, computer science, or a related field AND one (1) year of information systems experience in: data architecture, data engineering, data analytics, or data modeling.
Underfill Option (Information Systems Specialist 7)
Six (6) years of information systems experience in: data architecture, data engineering, data analytics, or data modeling.
OR
An associate's degree in computer science, information technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field AND four (4) years of information systems experience in: data architecture, data engineering, data analytics, or data modeling.
OR
A bachelor's degree in information technology, computer science, or related field AND two (2) years of information systems experience in: data architecture, data engineering, data analytics, or data modeling.
OR
Master's degree in information technology, computer science, or related field may substitute for all of the above.
What we’d like to see:

One year (or more) of significant operational hands-on experience using Snowflake and/or DataBricks as a data lake/lakehouse and analytical/operational cloud data platform including machine learning capabilities. Ideally this experience is part of an enterprise data ecosystem. Hands-on experience with developing Streamlit interfaces/apps is a plus.
a Master's degree or a Ph.D. in a technology, data science, or research science preferred.
Demonstrable hands-on expertise with scripting languages including, but not limited to SQLPython, R, JavaScript, and/or Scala.
Recent hands-on experience with data acquisition and extraction from unstructured data sources.
Data Engineer, Data Architect, Data Analyst, Data Scientist or similar certification through a recognized certifying organization is plus.
Strong analytical and communication skills with proven ability to translate complex technical information into commonly understood language for non-technical people.
