The Opportunity

The Data and Contracts Manager is responsible for providing essential backstopping to the management and implementation of CEO’s program contracts. They work closely with Program Leadership, Central Teams and external partners to ensure that CEO exceeds our contract deliverables under several core funding sources. They oversee contracts reporting  to ensure that reporting is accurate, timely and in compliance with  our contracting partners’ requirements.  This position will serve as CEO’s in house expert on the reporting into local and statewide data systems. The Manager supports Program Leadership with accurate and timely collection of data and completion of grant reports.

The Center for Employment Opportunities (CEO) provides employment services to people recently released from incarceration. Across the United States, 8,000-9,000 people participate in CEO each year, transitioning to employment that supports themselves, their families, and their communities.

What began as a demonstration project of the Vera Institute of Justice in the 1970s to address employment barriers facing the formerly incarcerated following release in New York City has grown into the leading reentry employment organization in the country, where over 30,000 formerly incarcerated individuals have secured full-time employment since 1996.

  • You have the ability to use data to analyze progress towards outcomes and to compile and analyze data
  • You have the ability to work collaboratively with all levels.
  • You work effectively under pressure and at a sustained pace, managing emotional highs and lows, while maintaining focus on objectives despite setbacks or opposition
  • You demonstrate the ability to identify and/or anticipate a problem, analyze the situation, offer and/or seek assistance in order to identify solutions and, when appropriate, decide on and implement a course of action
  • You have 3+ years of contract reporting  or grants management experience  
  • Preferred experience in Salesforce. 
  • You have experience building, maintaining and editing reports and/or dashboards
  • You are Fluent with spreadsheets and various computer programs required

What You’ll Be Responsible For

Key responsibilities of the Data and Contracts Manager include but are not limited to: 

Contract Management

  • Manage Associates responsible for all data entry, documents and reporting for contracts including contracts requiring the use of a third party data system 
  • Oversee timely, accurate and efficient reporting of the organizations' grants and contracts 
  • In collaboration with the Director, develop vision for reporting and distribution of data via dashboards in CORE to streamline reporting processes; lead the preparation of statistical reports on progress to contract outcomes and deliverables. Create processes for tracking and monitoring reportable contracts activity; work with program teams to train staff on requirements and procedures specific to contract deliverables
  • Collaborate with managers to ensure compliance with grant requirements; track and communicate the terms and conditions of grants and contracts and monitor grant periods and spending trends.
  • Create processes for internal contract audits to determine both organizations' compliance with the performance and documentation terms of the contract deliverables and any possible problems that might arise.
  • Develop a communications plan for assigned CEO grants between core program staff, funders, network partners and CEO central teams.
  • Liaise with and facilitate communication between CEO’s Finance team, Compliance unit and Central teams to ensure the timely submission of contract documents, vouchers and timely reporting to funding agencies.
  • Manage creation, transfer, and filing of all documents needed for grant contract packages.
  • Lead and coach Associates to provide technical support and input for activities and contract deliverables that includes review and analysis of performance outcomes.
  • Identify and communicate insights for organizational learning or process improvement.
  • Collaborate with Associates and program leadership to develop processes to make data entry more efficient and timely.
  • Maintain other documentation as required by granting agencies, such as internal control manuals.
  • Interacts with grantor staff to resolve problems related to claim submission.
  • Serve as a contributor to program and annual audits and site visits.
  • Lead other duties in support of CEO’s mission as needed.

Team Support and Management

  • Supervise and evaluate a team through continued training, coaching and development; ensuring that the workload is reasonable and negotiating levels of support across team members
  • Serve as an active and proactive contributor and collaborator of the larger team including leading team meetings, lending expertise, and supporting colleague projects.
  • Facilitate and lead team meetings as needed
  • Additional responsibilities as assigned

Compensation and Benefits  

The salary range for this position is $73,000 to $98,000/annually. CEO's compensation philosophy considers a variety of factors including experience, internal equity, and the labor market associated with the city in which the position is located. The labor markets associated with the cities in which CEO is based are variable, and the salary range included here reflects this. Our salary offer will fall within this range and will be reflective of the labor market of the city in which the position is based, as well the other factors named above.
