Job Summary: This position is part of the Department of War Information Activity. The incumbent will provide executive leadership in the following areas: Strategy, Policy and Governance, External and Interagency Coordination, Agency Support & Digital Content Provenance and Authentication.

Major Duties:

  • This position is being filled under the memorandum from the Under Secretary of War for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of War," dated August 12, 2024. As a DATA AND AI OFFICER at the GS-1501-13 some of your typical work assignments may include: Engage with key personnel to recommend program improvements with respect to data and AI governance and management. Supports DWIA's Congressionally-Directed Digital Content Provenance tasks of assessing industry open technical standards. Incumbent will lead agency data and AI policy development, establish and execute governance, and assist in the development of DWIA Data and AI strategy. Proposes, drafts, coordinates, reviews, evaluates, and provides recommendations on data policies, regulations, and procedures to increase the effectiveness of data governance, data management, and data analytics efforts. Develop, analyze, and evaluate the governance and executive staff engagements with higher headquarters, DoW CDAO, and DoW CIO. Support the agency with acquisition and approval of AI tools using the Risk Management Framework (RMF).

Qualifications: You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Experience with current trends and applications of data, analysis and assessment in support of agency mission to include trends in AI/ML, data cataloging and data stewardship. Skill and ability in acquiring IT solutions within government and/or applying / managing RMF Ability to determine methods and metrics for quantitative and qualitative measurement of AI risks so that sensitivity, specificity, likelihood, confidence levels, and other metrics are identified, documented, and applied. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1501, series as listed below: Individual Occupational Requirements for GS-13 and above. Degree: Mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience.
