General Summary:

Performs a variety of police management and administrative functions for the Police Administrative Services Division to include the following functional areas: Recruitment and Hiring, Quartermaster (facilities, vehicles and other resources), Budget, Police Records, Human Resource operations.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responsible for assigned functional areas to include: Plans and directs activities and functions of Police Administrative Services Division. Identify and analyze causes and resolve problems/issues that hinder the accomplishment of DART or the Police department’s mission. Analyzes, research and reviews internal and external statistics, procedures and best practices to develop short and long-term plans and best practices for the division. Reviews Board goals, DART Strategic Plan, DART Business Plan, DART Police Standard Operating Procedures and Administrative Employment Manual to ensure compliance.

  • Develops and implements strategies and policies for the Administrative Services division and for the Police Department. Research, analyzes and develops special programs and initiatives performed by the division and department.

  • Assist in the development of the department operating budget and make recommendations for the capital budget. Initiate and monitor contracts and other procurements for the department, to include serving as a Contracting Officers Technical Representative (COTR), processing and approval of invoices and corporate credit card payments.

  • Interfaces with Executive Management Team (EMT), Senior Management Team (SMT), various divisions and departments, vendors/contractors on procurements and related activities.

  • Defines performance standards and administer effective processes for commending and counseling employees and taking disciplinary action when needed. Responsible for developing team successfully meet assigned objectives.

  • Communicates and develops presentations, statistical data, overtime and recruiting reports, etc.

  • Ensures programs comply with State, Federal and DART regulations, to include submission of required reports.

  • Participate in the onsite and/or offsite agency hiring events.

  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in criminal justice, public administration, business administration, human resources, or related field.

  • Six (6) years progressively responsible management experience in criminal justice, public administration, business administration, human resources, legal or related fields to include three (3) years of supervisory experience with a professional staff.

  • Proficient using PC and software applications

  • High level of written and oral communication skills to effectively communicate with all levels, both inside and outside of DART.

  • High level of analytical and creative skills to find solutions to complex interpersonal,

  • professional, technical, and Ability to work independently to reach goals set by

  • management.

  • Ability to gather user requirements, create gap analysis, ensure development tasks are meeting user requirements, properly test and resolve issues and prioritize development.

  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers.

  • Ability to write clearly and succinctly in a variety of communication settings and styles. Ability to make good decisions based upon a mixture of analysis, wisdom, experience, and judgment.

  • Ability to use rigorous logic and methods to solve difficult problems with effective solutions.

  • Ability to quickly find common ground and solve problems for the good of all.

WORKING CONDITIONS

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
