Dam Safety Compliance Analyst

Summary  

Power Supply Engineering Services provided technical engineering support to PGE’s generation facilities. The Civil Engineering team leads the Dam Safety Program for PGE to ensure public safety and safe and effective hydroelectric operations in accordance with the Federal, State and PGE requirements.  

 

As a Dam Safety Operational Compliance and Emergency Management Analyst you will provide operational support of the Dam Safety Program by writing and establishing standards and procedures and gathering support documentation to ensure compliance with Federal Energy Regulatory Commission (FERC) standards.  You will collaborate with technical engineering support teams and corporate regulatory compliance working on compliance support, emergency action plans and public safety plans in support of the PGE Owners Dam Safety Program. In this role you will:  

  • Have in-depth knowledge and experience with FERC Dam Safety and Emergency Management regulations.   

  • Facilitating table top and functional exercises as well as developing drill scenarios. 

  • Conduct outreach engagement and training seminars for Emergency Manager Authorities (EMA) as well as internal plan holders. 

  • Use best practices and knowledge of internal or external business issues to improve products or services.   

  • Solve complex problems; provides a new perspective using existing solutions; works independently, receives minimal guidance.   

  • Act as a resource for colleagues with less experience.

Responsibilities 

Operational Procedures, Processes, and Practices 

  • Analyzes new or revised regulations, requirements, and standards. Translates into the appropriate systemic and procedural solutions to enable compliance adherence. Writes and revises standards and provides guidance on implementation. Reviews and updates dam safety plans and procedures which include Emergency Action Plans, Public Safety Plans and plant operational procedures related to dam safety.   

Compliance Monitoring and Review 

  • Tracks and documents data related to compliance controls. Identifies gaps, analyzes trends, and recommends remediation strategies. Collaborates with Corporate Regulatory Compliance on initiatives and reviews.  

  • Generates and tracks compliance commitments in DevoWay and PGE’s Quick Base Dam Safety Application.    

Consultation and Outreach  

  • Serves as a subject matter expert for questions related to standards and regulations. Provides both proactive and responsive information on standards and regulations, procedures, and processes. Develops and delivers training within operational domain.   

  • File PGE correspondence related to dam safety on the FERC’s website and distribute letters received from the FERC.  

  • Collaborates with internal and external emergency management teams.  

Research and Analysis  

  • Monitors regulatory and industry websites and other information channels for decisions and developments related to compliance. Research changes in technology, process or regulation. Analyzes implications, determines which procedures or process are impacted and makes recommendations to management.   

Compliance Audits  

  • Assists with internal and external audits of federal regulatory compliance matters conducted throughout the company. Provides functional subject matter expertise.  

 

Qualifications 

Required, P3 Staff Level:  

  • Education Requires a bachelor’s degree in a related technical field, business, communications or other related field or equivalent experience.  

  • Experience Typically, five or more years in combination with compliance and one or more years of utility operations, which includes at least two years of Dam Safety related experience working on FERC, USACE or USBR projects.  

  • Valid Driver's License required 

 

Required, P2 Associate Level:  

  • Education Requires a bachelor’s degree in a related technical field, business, communications or other related field or equivalent experience.  

  • Experience Typically, two or more years in combination with compliance and one or more years of utility operations, which includes at least one year of Dam Safety related experience working on FERC, USACE or USBR projects.  

  • Valid Driver's License required 

 

 

Preferred:   

  • Advanced knowledge of business processes and procedures in operational domain.  

  • Advanced knowledge of relevant regulations and reliability standards  

  • Advanced knowledge of corporate and operational compliance and risk management principles and protocols.   

  • Advanced analytical skills, including defining problem or issue, researching solutions and alternatives, supporting conclusions, and presenting findings.   

  • Intermediate skills in using database and documentation tools.  

Physical demands:  

  • Ability to work long hours  

  • Ability to work a variable schedule  

  • Ability to report to work and perform work during periods of severe inclement weather  

  • Driving frequently with in Service territory (at least once a week or more)  

  • Overnight inside/outside the service territory occasionally (one to two times a month or less)  

  • Computer use  

  • Lifting/pushing/pulling up to 10 pounds  

  • Working on unstable surfaces requiring balance   

  • Elevated areas (i.e. catwalks, roofs and high buildings)  

  • Confined spaces  

  • Walking distances and surfaces over rough, uneven or rocky surfaces  

  • Stairs (over 10 stairs)  

  • Ladders (over 10 rungs)  

  • Able to work from office, plant or field environment

Compensation Range:

$74,325.00 - $148,625.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
