RBC’s Office of the US CIO is responsible for the oversight of US technology supporting the firm’s Combined US Operations (CUSO). The CUSO includes Capital Markets, Wealth Management, City National Bank, RBC Bank (US), Global Asset Management (GAM), and Functions within the US.

The Director, Change and Program Management is accountable to the US Head of Change Management for the establishment, governance and oversight of the CUSO Technology program portfolio and ultimately to the newly created US CIO Operations function.  This hands-on role is responsible for managing change and transformation programs including but not limited to US regulatory remediation and contributing to US Technology Target Operating Model (TOM) implementation. 

This will involve cross organization coordination and business / technical analysis, including management and delivery of US technology projects supporting cross-LOB regulatory and business-driven initiatives. Finally, this role is responsible for ensuring consistency of execution governance and assurance across technology functions and programs supporting CUSO, including IT risk management and value realization.

What will you do?

  • Wear many hats in a fast-paced environment while contributing to overall CUSO Tech program governance, including business and technical analysis, project quality assurance, and program management of US Tech wide initiatives and US regional governance

  • Facilitate and contribute to US Technology strategy including 3-year planning and roadmap design, execution and progress tracking, coordinating with CUSO Tech Architecture as appropriate

  • Support the broader US Tech target operating model (TOM) execution and business as usual (BAU) sustainability activities

  • Understand the business context and the impacts of the proposed change to people, processes, organizational structure, policies, and technology

  • Establish, develop, and maintain strong relationships with Sponsors, Stakeholders, RBC business, risk, and enterprise partners across all 3 lines of defense

  • Champion strong project governance and execution assurance processes, aligned to enterprise program management standards

  • Manage overall program/project financials where relevant and track value for effective decision-making

  • Work closely with executive leadership, project managers and 3rd party providers to enhance efficiency and successfully deliver multi-year programs on time, on budget

  • Partner with cross functional teams to influence and navigate business and tech priorities and needs, reaching a consensus that will meet regulatory expectations and best business outcomes

  • Facilitate discussion leading to collective decision-making, goal setting and conflict resolution

  • Remove impediments to delivery success through the proactive management of external dependencies and problem-solving, considering options and recommending solutions; escalate issues through business and/or IT channels where necessary

  • Navigate and identify shared IT services and opportunities for rationalization, alignment and governance across CUSO or the enterprise, where relevant

What do you need to succeed?     
Must-have

  • 12+ years’ experience in technology in a bank environment

  • 12+ years’ experience in project delivery with hybrid waterfall and agile teams at a bank

  • Experience within financial services sector supporting and delivering business and technical projects

  • Experience managing complex initiatives across disparate stakeholders

  • Experience with agile practices including scrum/Kanban, agile ceremonies (standups, backlog refinement, team demos)

  • Understanding of IT Risk and Federal Reserve Board (FRB) Regulatory requirements to incorporate into US Tech strategy, program management and delivery

  • Experience responding to and delivering US regulatory remediation for the FRB and OCC including constructing a plan and navigating complex, evolving or abstract requirements

  • Experience navigating global matrixed teams to deliver a common capability

  • Strong communication, decision-making and negotiation (win-win) skills with ability to work cross-functionally to articulate, measure and solve complex, often abstract issues in a fast-paced environment

  • Excellent documentation, attention to detail, thoroughness and strong ownership of deliverables

  • Intermediate proficiency with Microsoft Office applications (Excel, PPT, Project)

  • Experience with JIRA, Confluence and Sharepoint

  • Deadline-driven and results-oriented; able to meet consistently high-quality standards while handling a variety of tasks and deadlines simultaneously.

  • Experience with ITIL (IT Infrastructure Library), CMMi (Capability Maturity Model) and SDLC (Software Development Lifecycle)


Nice-to-have

  • Experience with AI related change and business process re-engineering programs

  • Experience with Planview and/or RBC MIS (Management Information System)

  • Solid financial experience, ideally with capital expenditure requests

  • Expert knowledge and proven experience in requirements analysis and documentation:

  • Scope Management

  • Business Process Definition

  • Use Cases and Scenarios

  • Data Requirements

  • Business Rules Analysis and Decision Modelling

  • User Interface Design

  • Non-Functional Requirements

  • Expert knowledge and proven experience in requirements management and communication – requirements walkthroughs; scope and change management; traceability; configuration management, Backlog Management
