The Opportunity:

We are seeking an experienced CSOM Lead to work directly with customers to develop data-driven Current-State Operating Models (CSOM) for the Department of Veterans Affairs (VA). This role will lead the creation of scalable, automated operating models across:

The CSOM Lead will be responsible for delivering highly automated, data-driven models that capture enterprise-wide business processes, role mappings, and operational variations with minimal reliance on manual validation or SME interviews. This role also serves as the Scrum Lead for the CSOM team and a key integration point with the Identity, Data & Cloud (ID&C) Program.

Responsibilities:

  • Lead the development of data-driven Current-State Operating Models (CSOM) across multiple VA administrations and business lines.
  • Define CSOM scope and modeling standards
  • Validate automated outputs with limited targeted SME engagement
  • Drive maximum automation and data ingestion for CSOM creation, minimizing manual processes wherever possible.
  • Serve as Scrum Lead for the CSOM team, including:
  • Backlog management
  • Sprint planning and execution
  • Team performance and delivery accountability
  • Coordinate technical integration and dependencies with the ID&C Program.
  • Ensure CSOM outputs are structured, version-controlled, and reusable across:
  • Requirements development
  • Solution architecture and design
  • Implementation planning
  • Develop executive-ready briefings, artifacts, and materials to support:
  • Enterprise sharing of CSOM results
  • Enforce quality, consistency, and governance standards across all CSOM deliverables.


Qualifications:

Required:

  • Bachelor’s degree in Business, Information Systems, Engineering, or related field (Master’s preferred).
  • 10+ years of experience in:
  • Operating model development
  • Business process modeling
  • Large-scale enterprise transformation programs
  • Demonstrated experience leading Agile/Scrum teams.
  • Strong background in:
  • Data-driven modeling and analytics
  • Process automation and system integration
  • Prior experience supporting federal government programs, preferably with:
  • Department of Veterans Affairs (VA)
  • VHA, VBA, or acquisition organizations
  • Expertise in tools and methods such as:
  • BPMN, process mining, or equivalent modeling frameworks
  • Data visualization and analytics tools
  • Exceptional stakeholder management and executive communication skills.


Desired:

  • Experience with VA enterprise architecture, modernization, or digital transformation initiatives
  • Familiarity with ID&C programs, DevSecOps pipelines, and enterprise data platforms
  • Certifications such as:
  • SAFe, CSM, PMP, or equivalent Agile/Program Management credentials

The proposed salary range for this position is:

$90,300-$189,600
