The Opportunity:
The Crisis Action Planner will provide support to the US Government to ensure that critical actions are accomplished efficiently, within prescribed timelines, and meet identified mission and planning requirements. Utilizes NEW NORMAL Crisis Response Planning activities and provides continuity to AFRICOM Staff on crisis response planning. Remains current on applicable DoD guidance and/or policies regarding resources and procedures to ensure successful mission accomplishment. Provides division and branch leadership recommendations and maintains responsibility for Quarterly Readiness Review reporting, maintenance and updates of command orders, instructions, procedures, etc. within the subject matter area. Coordinates, facilitates, and gives recommendations on combatant command coordination with Functional Combatant Commands, the US Department of State diplomatic missions and Senior Defense Officials/Defense Attachés throughout the AOR as well as Interagency. Provides expertise on the inclusion of interagency stakeholders in crisis-action planning and the development of contingency plans.

Responsibilities:
• Develop mission analyses, new concepts, decision papers, staff studies, and authoritative recommendations.
• Plan and present Operations Plans and projects to AFRICOM leaders, as required.
• Coordinate reviews, assessments, and analyses of completed projects for technical quality, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with objectives.
• Responsible for planning, determining approach, coordinating as necessary, interpreting policy, and executing all phases of assignments.
• Utilize the joint planning, crisis action and adaptive planning processes, as needed.
• Develop methods to improve the administrative effectiveness of future operations functions and capabilities to include new approaches to operations assessment and evaluation.
• Facilitates discussions, develops seminars, liaises with US counterterrorism stakeholders and/or action groups to improve USAFRICOM’s crisis action planning, preparation, training level and reaction time.
• Engages with members of the interagency to facilitate their involvement in crisis-action and contingency planning events to include operational activities.
• Provides after-action assessments of USAFRICOM preparedness, staff activities, and exercise results pertaining to crisis actions.

Qualifications:
Required -
• Bachelor’s degree in a relevant discipline with 10 years of experience as a CT, Crisis Action/Response or Crisis Planning
• Joint Special Operations experience
• Experience on a Service, Component, or other joint staff advising the most Senior leaders of the organization.
• Significant experience in Counterterrorism, Crisis Action/Response, or Crisis Planning
• Extensive Interagency engagement, including with US diplomatic missions abroad
• Experience working with multinational partners
• Current Top Secret/Specialized Compartmented Information Security Clearance.
• Must have a valid U.S Passport with at least 9 months before expiring.

Desired -
• Demonstrated ability to work with General Officers, Flag Officers, Ambassadors, and members of the senior executive service.
• Ability to run operational planning teams or working groups.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$105,100 - 231,100 USD
