Cost Manager / Quantity Surveyor – CSA (Mechanical Background Considered)

Role Overview:

We are seeking a bilingual (English & Korean) Cost Manager / Quantity Surveyor to join our dynamic team. The successful candidate will be responsible for managing all aspects of cost management and quantity surveying for our projects, focusing on Civil, Structural, and Architectural (CSA) services.

Candidates with a Mechanical or MEP background who demonstrate strong capability in managing CSA cost scopes are also encouraged to apply.

This role is crucial in ensuring projects are delivered on time, within budget, and to the highest quality standards.

Key Responsibilities:

Cost Management & Estimating

  • Prepare and manage project budgets, cost plans, and cash flow forecasts.
  • Perform high-level cost estimating during the design stage on design options.
  • Provide accurate quantity take-offs and estimates.
  • Conduct detailed cost analysis, cost control, and cost reporting.
  • Monitor project costs and progress, identifying variances, and proposing corrective actions.
  • Prepare interim cash flow and cost projection reports.
  • Provide cost estimating and commercial management primarily for CSA scopes, with the ability to coordinate and integrate CSA costs in alignment with Mechanical/MEP packages, where required.
  • Review, analyze, validate, and negotiate contract change orders/variance orders.
  • Assess interim payment applications and final accounts.

Procurement & Contract Management

  • Prepare bidding/tender documents for CSA scopes of services.
  • Carry out the tender/bidding process, including interviews and Q&A sessions.
  • Evaluate and negotiate bids and contracts with general contractors, equipment suppliers, and subcontractors.
  • Prepare bid/tender evaluations for client review and approval.
  • Conduct contract negotiations, including cost, terms, scope, and schedule aspects.
  • Develop and track procurement schedules for long-lead materials/equipment.

Quality Assurance & Risk Management

  • Review and assess contract documents, specifications, and drawings for CSA works.
  • Review and approve design documents, ensuring compliance with project specifications and regulatory requirements.
  • Lead the effort to resolve design and construction issues.
  • Manage construction team to ensure compliance with design, schedule, and budget.
  • Conduct design and construction QA/QC (Quality Assurance/Quality Control) reviews.
  • Proactively identify potential risks and develop mitigation strategies to minimize project disruptions.
  • Review and enforce safety programs.
  • Chair project meetings and attend progress and design team meetings.

Stakeholder & Client Relations

  • Liaise with clients, project managers, engineers, architects, and other stakeholders to ensure cost efficiency and project success.
  • Develop strong relationships with suppliers, vendors, and contractors.
  • Manage customers and end users.
  • Appoint and manage internal and external consultants.

Qualifications & Experience:

  • Bachelor’s degree in Quantity Surveying, Construction Management, Engineering, or a related field.
  • Professional certification (e.g., RICS, CPE, AACE) is highly desirable.
  • Experience with mission-critical projects, such as data centers, is a plus.
  • Minimum of 5 years of experience in cost management and quantity surveying, primarily within CSA scopes.
  • Candidates with a Mechanical or MEP cost background who can demonstrate strong working knowledge and hands-on experience managing CSA scopes will also be considered.
  • Strong understanding of CSA systems, materials, and installation methods.
  • Ability to quickly adapt across disciplines, with proven experience handling cost interfaces between CSA and Mechanical works, is a plus.
  • Proficient in cost estimating and management software (e.g., WinEst, ACC Takeoff, SmartBid, Bluebeam, Microsoft Excel).
  • Working knowledge of Korean construction regulations, safety standards, and permitting processes.
  • Bilingual proficiency in Korean and English (verbal and written).
  • Ability to work collaboratively within an existing project team and manage related scopes independently.
  • Strong problem-solving, analytical, negotiation, and communication skills.
