Role Overview

Cost Engineer is responsible for on cost monitoring, analysis, and optimization across various execution models (EPC, EPCm, Construction). This position plays a crucial role in ensuring project delivery within defined budgets while maintaining cost efficiency throughout the project lifecycle.

Key Responsibilities

1. Cost Planning & Control

  • Develop and review Bills of Quantities (BOQ) for specific ITBs
  • Monitor project costs throughout the execution phase
  • Establish and maintain comprehensive cost databases
  • Track market trends of major industry components

2. Bid Evaluation & Contract Support

  • Conduct detailed cost evaluations and bid comparisons
  • Analyze bid price reasonableness and lead clarification negotiations
  • Support contract managers in drafting price-related contract clauses
  • Assist in selecting optimal winning bid solutions

3. Change Management & Claims

  • Evaluate cost impacts of project changes and claims
  • Assess the necessity and economic efficiency of proposed changes
  • Verify and approve new unit rates based on current market conditions
  • Support the negotiation and settlement of high-value change orders

4. Cost Analysis & Optimization

  • Monitor and analyze project cost performance
  • Identify cost optimization opportunities
  • Support cost control across various execution models
  • Ensure compliance with cost control procedures and regulations

Requirements

Education & Experience

  • Bachelor's degree in Engineering Cost, Engineering Management, Chemical Engineering, or related fields
  • Professional certification as Cost Engineer
  • Minimum 10 years of experience in cost estimation and control within international chemical/petrochemical industry
  • Experience in EPC model or construction discipline management is a plus

Technical Skills

  • Extensive knowledge of national and local engineering cost regulations
  • Strong understanding of industry pricing and quota standards
  • Proficient in cost estimation and control software
  • Experience with various project execution models (EPC, EPCm, EPs)

Professional Competencies

  • Strong analytical and problem-solving abilities
  • Excellent negotiation and communication skills
  • Detail-oriented with high accuracy in numerical analysis
  • Ability to work independently and lead cost estimation teams

Additional Requirements

  • Thorough understanding of material and service market prices
  • Strong cost analysis and control capabilities
  • Experience in international and local contractor estimating practices
  • Proven track record of successful cost management in complex projects
