Program Leadership & Readiness
Serve as the primary day-to-day lead for the organization’s Emergency Management program across all sites and service lines.
Maintain a comprehensive, all-hazards emergency management program aligned with healthcare standards and best practices.
Coordinate the Emergency Operations Plan (EOP) and supporting plans (e.g., evacuation, shelter-in-place, surge, mass casualty, utility failure, hazardous materials, cybersecurity/IT downtime coordination as applicable).
Lead the annual EM risk assessment and ensure mitigation and preparedness priorities are documented, communicated, and acted upon.
Policies, Plans, and Documentation
Develop, revise, and manage EM policies, procedures, and plans; ensure version control, approvals, distribution, and staff accessibility.
Maintain required documentation for accreditation and regulatory readiness (e.g., training, drills, After Action Reports, corrective action plans, committee minutes).
Ensure EM documentation is audit-ready and supports continuous improvement.
Training, Drills, and Exercises
Design, schedule, and execute a robust annual exercise and training program (e.g., tabletop, functional, and full-scale exercises).
Develop realistic scenarios that engage clinical and support teams and test key capabilities (communications, incident command, continuity, surge, evacuation, etc.).
Facilitate after-action reviews, identify gaps, and drive corrective actions to completion with accountable owners and timelines.
Incident Management & Response Support
Support activation and operations of the Hospital Incident Command System (HICS) or equivalent structure.
Provide on-call/response support as assigned during incidents, including situation status tracking, documentation, and coordination with internal leaders and external partners.
Participate in debriefs and ensure lessons learned translate into updated plans, training, and operational improvements.
Collaboration & Stakeholder Engagement
Partner closely with clinical operations, nursing, facilities/plant ops, security, EVS, IT, supply chain, pharmacy, lab, patient transport, and leadership to embed preparedness into everyday operations.
Build strong working relationships with community partners (e.g., EMS, public health, emergency management agencies, law enforcement, other hospitals) to support coordinated regional response.
Serve as a trusted “in-service-of-the-teams” resource—practical, responsive, and solutions-oriented.
Committees, Metrics, and Continuous Improvement
Coordinate EM committee work as applicable; prepare agendas, reports, and action tracking.
Develop and monitor program metrics (exercise completion, training participation, corrective action closure, compliance posture).
Promote a culture of preparedness through communication, education, and routine engagement.
