Summary of Job Duties:

The Controller position is responsible for safeguarding the assets of UAPB to ensure they are sufficient to fund the mission of this University. Critical to the success of any incumbent is his/her ability to deliver credible information on a timely manner about the condition of such assets and the result of their employment in the overall operation of the institution. The foundation of this job rests on the system of internal controls designed to ensure that all transactions follow University policies and procedures, GASB and that their financial impact is properly recorded in the accounting records on a timely manner.

The Controller manages all functions related to accounting, financial reporting, accounts receivable and collections , loan reconciliations, accounts payable and disbursements. cash management. grants accounting, internal controls and audits.

ESSENTIAL FUNCTIONS

• Prepares the annual financial statements in accordance with applicable accounting standards and other reporting.
• Directs and coordinates the preparation of interim (weekly, quarterly and monthly) performance reports in accordance with applicable accounting standards.
• Oversees the flow of data and preparation of supporting work papers and analysis related to the financial performance of the Institution.
• Interprets operating results as they affect the financial aspects of the University.
Makes recommendations to result in cost reduction or improved quality or efficiency of services.
• Provides advice and counsel to management regarding the organization's major financial objectives and management fiscal policies .
• Analyses cash flow needs and coordinates the funding of disbursements and the
investment of idle cash for maximum yield.
• Develops and monitor internal controls to safeguard the assets of the University and
ensure the correct and accurate accounting classification of all transactions.
• Establishes and implements customized accounting methodologies and procedures .
• Supervises and coordinates the maintenance of the accounting information system including the chart of accounts and other data bases and spreadsheets used for financial reporting.
• Other initiatives as assigned.


Qualifications:

EDUCATION AND EXPERIENCE

Minimum requirements : Bachelors Degree in Accounting with five years of progressive experience in accounting and financial reporting including use and administration of automated accounting systems . Demonstrated proficiency with PC applications including data bases and financial reporting models.

Additional desired qualifications:
1.  Advance degree in Accounting or Business Administration
2.  Certification as a professional accountant (CPA or CMA)
3.  Experience in higher education financial administration
4.  Experience with Microsoft , Inc. Office97 suit of products
5.  Working knowledge of Workday software


RELATED SKILLS

Thorough knowledge of financial controls and financial accounting coupled with demonstrated proficiency with information technology tools such as the implementation of accounting information systems and the development of financial .repo1iing models using data bases and spreadsheets . Ability to encourage staff development and to direct and supervise their performance. Excellent written and verbal skills required. Knowledge of fund accounting and higher education accounting principles a big plus.
