Job Summary:

The Contracts Manager will be required to provide a commercial service to the business, ensuring that Cubic complies with its contractual obligations. This role will hold responsibility for key contractual workstreams on major Cubic contracts, while also supporting specific departments with commercial oversight and issue resolution.

Essential Job Duties and Responsibilities:

  • Works on assigned complex, major systems (typically fixed price type) contracts for transit systems consisting of hardware, software, installation, related banking and retail, and other services for large local government public transit customers, from initial proposal through performance and including closeout;
  • Monitors the status of all contract deliverables for compliance with contract requirements;
  • Collaborates with Project Manager to develop effective strategies and recommendations to management for resolution of contractual issues; co-ordinates submission and negotiation of contract proposals, including change orders;
  • Assists with compiling documentation and evidence chains to resolve issues regarding contractual performance, including claims, changes, and terminations;
  • Prepares contractual documents such as licences, SLA agreements and NDAs.
  • Prepares contract and subcontract reviews and reports on issues;
  • Reviews, drafts and negotiates contractual agreements; edits terms and conditions and flow-down requirements to subcontracts based on prime contracts consistent with Cubic policies;
  • Manages variations from receipt to closure including approving and signing of responses and price builds;
  • Assists with proposals and related strategic agreements (i.e., teaming agreements and sub-contracts), reviews requests for proposals (RFPs) and other proposals, identifies risks and mitigates unacceptable terms;
  • Ensures that if the customer does not perform its obligations under a contract, those issues are monitored and assists with managing these non-conformances to ensure that Cubic is appropriately compensated for any associated impact;
  • Manages, negotiates and mitigates the damaging effect of claims made on Cubic by customers, sub-contractors and/or suppliers;
  • Monitors and reviews internal processes to ensure that they remain robust and updated in accordance with Cubic policy and business requirements, considers ways in which new forms of contract may be employed to improve timeliness or efficiency or reduce the risk to Cubic;
  • To contribute to the development and execution of strategic objectives of Cubic;
  • Complies with Cubic’s values and adherence to all company policy and procedures, in particular the code of conduct, quality, security and occupational health, safety and environmental policies and procedures.

In addition to the duties and responsibilities listed, the job holder is required to perform other duties assigned by their manager from time-to-time, as may be reasonably required of them.

Minimum Job Requirements:
Skills knowledge and experience:

Essential:

  • Proven experience in effective contract preparation, negotiation, and administration;
  • Strong commercial awareness. Ability to provide workable solutions to address a wide variety of contractual challenges;
  • Strong ability to prioritise assignments and meet deadlines with minimal supervision;
  • Proficient in standard office IT tools (e.g. Word, Excel, Outlook); comfortable working with contract management and collaboration platforms;
  • Ability to work independently and manage competing priorities in a fast-paced environment.

Desirable:

  • Experience working with or within European and public sector procurement frameworks;
  • Practical experience in project coordination or project management—e.g. tracking timelines, following up on actions, managing dependencies, and driving issues to resolution;
  • Comfortable operating in a cross-functional environment, liaising with legal, technical, and operational teams;
  • A general understanding of the technologies used in ticketing or transport systems (helpful but not essential);
  • Full clean driving licence. 

Education and qualifications

Essential:

  • Degree in relevant technical or business discipline and/or equivalent level of experience.

Desirable:

  • Legal qualification and/or professional procurement/contract management qualification.
