The primary purpose of this position is to serve as a Contract Officer Representative (COR) in support of the Base Supply Service Contract. Provides oversight, surveillance, analysis, documentation and reporting on all aspects of the Base Supply Service Contract.

Major Duties:

  • 1. The employee independently plans, develops, organizes, administers, evaluates, and coordinates an extensive comprehensive acquisition quality assurance program over multiple shifts, designed to ensure that contractors meet their responsibilities for an effective Supply Services and Management of support services associated with common supply support. Provides detailed oversight and ensures contractor compliance IAW AFI 23 Series regulatory guidance. Due to extensive compliance instructions library involved with Base Supply Processes the employee is tasked to stay current on ever changing regulatory guidance and works in concert with the Contracting Officer and Contracting Agencies to ensure all critical regulatory requirements are documented and amended to the current contract. 2. The employee develops, organizes, administers, evaluates, and coordinates a comprehensive Supply Service and Management quality assurance program for the installation, including tenant activities if appropriate, designed to ensure that contractors involved in the providing Supply Service and Management, operator's maintenance of Government Furnished Vehicles/Equipment and facilities meet their responsibilities for use and maintenance. Maintains a significant knowledge of related regulatory requirements from all interrelated Supply Support Process and Services providing guidance or issuances, ensures all requirements conform to established policy and procedures. Interprets regulatory guidance and drafts recommended changes to contracts or ensures changes to contracts are well within the scope of the operation. 3. The employee develops, organizes, administers, evaluates, monitors and coordinates a comprehensive Supply Services and Operations for the installation, including tenant activities if appropriate, designed to ensure that contractors involved in the receipt, storage and issuance of critical supplies adhere to quality plans and requirement to meet their responsibilities for timely supply support. 4. Coordinates, verifies, and provides guidance on any supply related issues pertaining to the supply processes and/or procedures to support the installations and all of the tenant activities using our services if appropriate.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of acquisition COR/QAE quality assurance concepts, principles, methods, practices, and skill to design, plan and implement an effective and economical Supply Services oversight process for Management quality program; knowledge of principles, concepts, and methodology related to one or more quality assurance functional programs, Supply Services and Management control and analysis functions; material control; Supply Service and Management functions; Material Management Service operations, AF Policy Directive dealing with Supply Services, AFMAN 23 Series dealing with Interim Policies and Procedures and other related supply services or related functions. OR EDUCATION: Applicant has successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has less than the full amount of specialized experience described above; however, and has more than one year of progressively higher level graduate education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of supply management policies, procedures, programs and functions to evaluate contractor performance. Knowledge of quality assurance principles, practices and procedures, sampling methods/techniques, procurement procedures and policy. Knowledge of inspection techniques and supply management and warehousing processes. Knowledge of standard contracting regulations, practices, and procedures. Ability to gather, analyzes, and presents facts. Ability to communicate both orally and in writing, clearly, concisely and with technical accuracy. Knowledge and understanding of basic computer software (e.g., power point, word processing, excel). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
