Job Summary: This position will be assigned to the Air Force Service Center at Port San Antonio, TX. This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.

Major Duties:

  • Serves as a Contract Specialist for the Air Force Nonappropriated Fund Procurement Office. Performs analysis and evaluation of cost or price proposals; administers contracts ensuring compliance with terms and conditions; and develops and provides business solutions to day-to-day contractual challenges. Communicates in the form of briefings, written, correspondence, and personal contact. Exercises sound judgement in pre-solicitation, solicitation, award, and post award contract actions. Participates in meetings with key customers (Program Management Reviews), suppliers, and coordinating officials to assess customer satisfaction, explain contracting policy and procedures, and resolve problems that arise. Acquires and provides contract management/administration for complex, multiple-year contracts for equipment; supplies and services to include but not limited to computer hardware and software Point-of Sales, Communications, Business Intelligence; Business Opportunity Assessments; Consulting, IT Consulting, Commander's Smart Buy Program; Essential Products Program; Prime Vendor Program; Recreational Programs; Family Member Programs; Leisure Travel; Signature Brands; Food and Beverage equipment and supplies; Vehicle Program, Marketing Programs Employee Benefit Programs; Human Resource Management Programs; Air Force Services Card Membership Programs, Treasury Management; Financial Services. Audit Programs; AF Slots Program, Lodging Renovation Projects Management, NAF Construction, Architecture and Engineering, Facility Management, Quality Control, and NAF Purchase Card program. Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Demonstrate leadership qualities that support quality processes within the Directorate and the office. Proficient in Microsoft Windows, Word, Excel, and other related software. Experience with public laws, regulations, and policies is desired. Experience with commercial practices, and market conditions applicable to program and technical requirements is desired. Non-Appropriated Funds contracting experience is desired. Communicate effectively both orally and in writing. Conducted market research for price analysis. Taken business writing courses. Executed contract modifications. Experience with determining price fair & reasonable.
