Basic Purpose

We are seeking a highly organized, detail-oriented, critical-thinking and innovative individual to join our team as a Contracting & Procurement Officer in our Field District 4, located in Perry, Oklahoma reporting to the Assistant Procurement Division Manager at the Central Office, in Oklahoma City. This position will play a crucial role in ensuring the various purchases made by the Department meet statute, external and internal rules and guidelines.

Typical Functions

• Coordinate acquisition activities primarily for ODOT District 4.
• Draft and review specifications for requisitions from ODOT District 4.
• Advises agency personnel on statutes, rules, guidelines and internal procedures.
• Be able to effectively work with personnel and peers in both a physical and remote work environment.
• Audit P-Card Transactions to ensure compliance with the Central Purchasing Act
• Promote ODOT’s Guiding Principles: Exceptional customer service, rapid adaptability, enhanced innovation, increased efficiency, greater communication and improved collaboration.

Level Descriptor

This is the first professional level within this job family where incumbents perform a variety of technical and administrative tasks of a general nature involving the solicitation and review of bids, evaluation of products and services, preparation of contracts and the development of standard specifications and requisitions for products and services. This includes serving as a liaison to various agencies and advising agency contracting and acquisitions agents on provisions of state laws and rules and regulations at the Department of Central Services.

Education and Experience

Level I: Education and Experience requirements at this level consist of three years of technical clerical work; or an equivalent combination of education and experience.

Level II: Education and Experience requirements at this level consist of three years of technical clerical work and two years of technical experience in contracting and/or procurement; or an equivalent combination of education and experience, substituting 30 semester hours for each year of the technical clerical work only.

Knowledge, Skills, Abilities, and Competencies

Knowledge, Skills and Abilities required at this level include knowledge of contracting methods pertaining to the procurement of a wide variety of goods and services; of state purchasing laws and regulations; of assigned commodities or services; of sources of supply; and of recent developments, trends and economic factors affecting procurements. Ability is required to write and review purchase specifications and requisitions; to evaluate bids and award contracts; to identify sources of supply; to monitor contract performance; to establish and maintain effective working relationships with others; and to communicate effectively, both orally and in writing.

Special Requirements

• OMES approved Certified Procurement Officer in good standing (Contracting & Procurement Officer II) or be willing to enroll in the CPO Program (Contracting & Procurement Officer I).

Preferred Qualifications:

• Transportation and government related experience is preferred but not required.
• Peoplesoft Financials experience is preferred but not required.
