Job Summary: This position is located at Departmental Offices,Management CFO - Treasury Operations. As a/an Contract Management Analyst, you will perform contract administration duties in capacity of Contracting Officer's Representative (COR) for service contracts and to perform a variety of complex management analysis assignments where the employee applies qualitative and quantitative methods to assess efficiency and effectiveness of business operations.

Major Duties:

  • As a Contract Management Analyst, you will: Serving as Contracting Officer's representative (COR) for mission critical contracts and performing significant program management activities within the Agency. Planning and conducting various studies that require cross-cutting coordination, special information gathering techniques and analysis to identify and implement cost reduction initiatives and improve efficiencies across an organization or department. Effectively communicate to senior officials, internal staff, and external stakeholders the vital information relevant to contracting policies and procedures. May serve as a government purchase card holder (GPC) and/or provide GPC-related oversight.

Qualifications: You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Serving as Contracting Officer's representative (COR) for mission critical contracts and performing significant program management activities within the agency; AND - Providing pre-award, acquisition support (examples include: preparing Performance Work Statement/Statement of Objectives/Statement of Work, Acquisition Plan, Market Research, Limited Source Justification, Independent Government Cost Estimate documents). AND - Providing post-award oversight, review, and approval of contract deliverables, and ensure contract payments are made in a time and proper manner. AND - Using business contract administration principles and closeout requirements for the various contract types. AND - Planning and conducting various studies that require cross-cutting coordination, special information gathering techniques and analysis to identify and implement cost reduction initiatives and improve efficiencies across an organization or department. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
