This position is open for recruitment and fully funded following the 2025 Special Legislative Session.

The role: 

We’re hiring for two positions on our high-performing, collaborative procurement team. One role will lead alternative delivery procurements for federally funded highway projects and support traditional construction work. The other will lead procurements for IT, goods, and trade services. A day in the life:

  • Coordinate all phases of contractor selection process, in accordance with applicable state and federal rules, regulations, and policies.

  • Independently develop, negotiate, execute, and administer unique, complex, high-risk (i.e., highly visible, politically sensitive), legally binding contracts for public improvements, goods, trade services, non-engineering personal and professional services including IT, and construction projects using traditional and alternative methods of delivery.

  • Develop strategies to minimize potential risks to the Agency. Work with multiple funded projects and multiple agencies such as Federal Highway Administration and local jurisdictions (e.g., cities, counties, tribal councils/ governments, other states’ agencies).

  • Understand, recommend, and apply the appropriate method of solicitation, evaluating the risk associated with the contract, advertising format, insurance requirements, methods of compensation, and other matters concerning procurement.

  • Prepare, issue, and monitor solicitations (i.e., Requests for Proposals, Requests for Qualifications, and Invitations to Bid), including addenda as required.

  • Plan and coordinate pre-bid and pre-proposal conferences; interpret procurement regulations and answer questions about solicitation process.

  • Serve as chair of, and/or assist, evaluation and negotiation committees in obtaining consensus on selection of contractors, in compliance with state and federal rules and regulations.

  • Assess and determine the validity of offerors’ protests, contract terminations, and contract breach actions.

  • Examine and evaluate solicitation responses and ensure successful completion of the contractor selection process (i.e., contract award/execution).

  • Respond to inquiries and address concerns communicated by contractors to agency business partner.

  • Follow up on issues brought forward by contractors. Facilitate and take actions necessary to resolve contracting matters involving contractors. Communicate with contractors as needed.

Minimum qualifications:

Five (5) years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.

OR

A bachelor’s degree AND two (2) years of professional-level procurement and contract experience related to the position.

OR

Any combination of experience and education equivalent to five (5) years of procurement and contract experience related to the position.

  • Experience in administering, developing, evaluating, and negotiating public contracts and agreements.

  • Experience in researching, interpreting and applying statutes, rules and policies, and the Oregon Procurement Code.

  • Experience communicating with a variety of audiences.

  • Demonstrated ability to work independently in a remote work environment, utilizing well-developed organization and time management skills.

  • Demonstrated leadership skills, resourcefulness, and initiative to find solutions and resolve issues.

  • Excellent writing skills (spelling, grammar, punctuation, sentence structure, etc) including analytical and technical writing (the ability to research, analyze and synthesize data and information into concise, easily understood written documents).

  • Experience leading traditional construction procurements.

  • Experience leading construction procurements utilizing alternative methods of delivery.

  • Experience leading procurements for Information Technology projects.
