Contract Administrator, Capital Programs

Job Summary:

Ensures the effective development, execution, and compliance of task orders and change orders; manages invoicing approvals and the administration of capital project or other contracts; and oversees the monitoring and closeout of assigned service contracts in alignment with company standards, LUMA practices, and applicable laws and regulations.

Job Description:

  • Coordinates the administration, monitoring, and closeout of service contracts, ensuring all activities follow defined standards, Procurement policies, and company procedures.

  • Serves as the primary point of contact for assigned teams and contracts, supporting effective communication and contract administration.

  • Reviews and processes invoices, change orders, and contract completion documentation in a timely manner, ensuring accuracy, compliance, and alignment with core internal criteria.

  • Prepares and reviews contract reports and supporting documentation to ensure completeness, consistency, and compliance with Procurement and internal standards.

  • Maintains organized, accurate, and accessible digital systems for contracts, records, invoicing, and related documentation.

  • Tracks key contract milestones, expirations, deliverables, workloads, and service timelines, initiating appropriate actions to maintain compliance and performance.

  • Provides updates, support, and guidance to Operations end‑users, collaborating with Contract Owners, Contract Administrators, Procurement, and other stakeholders to ensure effective processes, and approvals.

  • Monitors contract performance and related key performance indicators (KPIs) to validate compliance with contractual obligations.

  • Manage contract budgets and maintains accurate burn rates tracking to support effective financial oversight.

  • Ensures audit readiness by preserving required records and documentation in compliance with applicable standards.

  • Evaluates contractor performance by tracking deliverables and conducting scheduled performance reviews.

  • Follows established company policies, procedures, and standards to ensure full compliance with applicable laws and industry regulations.

  • Participates in storm restoration tasks and assigned drills to contribute to the safe and reliable recovery of services.

  • Performs additional tasks aligned with role expectations and qualifications to support team goals and operational flexibility.

Additional Job Description:

Education

  • Bachelor’s degree in Business Administration, Accounting, Supply Chain, or related field from an accredited university.

  • Juris Doctor is preferred.

Experience

  • 3 years’ experience in contract negotiation and administration, including monitoring and enforcing contract compliance (preferably in a utility or EPC environment).

Competencies (Skills)

  • Knowledge of municipal, state, and federal regulatory requirements, including (Puerto Energy Bureau (PREB) and (Financial Oversight and Management Board for Puerto Rico (FOMB), and familiarity with U.S. contract law, composition, and claims is a plus.

  • FEMA experience is a plus.

  • Strong organizational, interpersonal, leadership, and analytical skills.

  • Assertive and effective in working with demanding contractors and customers.

  • Proven ability to identify and manage contract risks.

  • Ability to prioritize tasks and manage time effectively to meet strict deadlines.

  • Demonstrated strong proficiency in Microsoft Excel.

  • Strong written and verbal communication skills, preferably in Spanish and English.
