Northrop Grumman Mission Systems (NGMS) is seeking a Chief Consulting Engineer for the Tactical Modernization Solutions (TMS) and Advanced Radar Systems (ARS) Operating Unit (OU) which are both part of the Global Mission Solutions Business Unit. Overall, there are two positions—one Consultant Chief Engineer for each organizational unit.


What You’ll Get to Do: 
The individual will be responsible for technical execution, technology development strategies, and programmatic coordination across the OU in addition to:

  • Managing Internal Research and Development (IRAD) efforts for the OU, to include IRAD proposals, planning, and oversight. This includes developing the business cases to support IRAD funding requests

  • Leading cross organization technical collaboration on IRAD and captures (cross BU and Division).

  • Ensuring the technical vision and roadmap for the OU are aligned to Business Unit (BU), Division, and Sector technology interests and strategic objectives.

  • Ensuring that required processes and procedures are followed to ensure technical solutions across the OU meet quality standards.

  • Consulting or leading technical solutioning for capturing efforts and participating in proposal development and reviews.  This includes determining capability gaps in our customers’ platforms and designing solutions to fill them. 

  • Ensuring appropriate collaboration technical leads across the OU and the programs that they represent.

  • Will be the primary technical focal point for the OU Engineering Lead and the OU Director.

This position is contingent upon the successful transfer of an active DoD Secret Clearance and the ability to obtain Special Program Access (SAP). 

Basic Qualifications:

  • Bachelor's degree with 16+ years of experience, a Master's degree with 14+ years of experience, or a PhD with 12+ years of experience in Science, Technology, Engineering, Mathematics or other related technical fields. 

  • A current/active DoD Secret Clearance.  

  • Ability to obtain/maintain Special Program Access (SAP).  

  • Deep knowledge of systems, hardware, or software engineering; architecture design, integration, and verification/validation.  

  • Experience chairing Engineering Review Boards, approving technical baselines, and ensuring traceability of decisions.

  • Demonstrated ability to act as the technical point of contact to the customer, representing engineering in meetings, addressing technical inquiries, and translating customer needs into actionable deliveries.

  • Experience in driving schedule, cost, and risk management to ensure projects stay on track, within budget, and resilient to uncertainties.

  • IRAD planning / execution experience which includes business case development.

  • Experience deploying solutions across multiple programs and encouraging cross-program knowledge sharing.

  • Proven expertise in diagnosing and dissecting intricate challenges, conducting thorough assessments of existing customer platforms to pinpoint capability gaps, and devising innovative solutions that effectively bridge those gaps.


Preferred Qualifications:

  • Advanced degrees in Science, Technology, Engineering, Mathematics, or related technical fields. 

  • Active DoD Top Secret/SCI Clearance or higher. 

  • Hands on experience designing high performance processing subsystems, including data paths, memory hierarchies, and I/O interfaces.

  • Experience architecting solutions to meet DoD requirements.

  • Experience leading the responses to proposal solicitations, including architecture definition, BOE generation, and written volume creation.

  • Experience with BAAs and RFI responses.

  • Experience coordinating with external subcontractors and suppliers.

Primary Level Salary Range: $202,500.00 - $303,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
